The action of the Committee was to contact Inner City Oil (Parcel I) and advise them that <br />the City is about to order an appraisal and in the intervening time, they can benefit by the <br />value of the appraisal ($500 plus the $555 offer amount). However, the need to decide <br />before the appraisal is ordered. Also to recommend that formal appraisals be obtained on <br />Parcels 4, 5, 6, and 7, and that eminent domain papers be filed by the City Attorney with <br />the court. <br /> <br />Council Action: <br /> <br />Motion to ratify the recommendation of the Public Works Committee. <br /> <br />Case #4: Update on Trunk Highway #47 <br /> <br />Staff reported on two issues, which need the attention of City Council at this time. One <br />issue involves Great Rivers Energy and Qwest (formerly known as U.S. West) both of <br />which had utilities located near 153~d Avenue N.W. and Trunk Highway #47. These <br />companies both had easements for their facilities to be in their present locations. Great <br />Rivers Energy is proceeding with the relocation of the power pole. The City received an <br />agreement from Great Rivers Energy to move the power pole at the cost of $15,693.95. <br /> <br />City Engineer Jankowski stated he also received a telephone call from Qwest advising <br />him that the cost to relocate the utility cabinet is $11,132.23. The previously estimated <br />cost of moving this cabinet was $35,000. He stated he has been advised by the field <br />representative fi-om Qwest at the weekly construction meeting that Qwest would not <br />move the existing cabinet until both a recorded easement and a verbal authorization have <br />been received. He stated he has delivered the easement to the City Attorney for <br />recording. <br /> <br />The Public Works Committee directed staff to proceed in their best judgment so the <br />project is not delayed. Staff has provided a verbal authorization for the moving of the <br />power pole. <br /> <br />The second issue discussed was the closure of Trunk Highway #47 north of CSAH 5 for a <br />two-week period in order to avoid a modification to the current construction phasing <br />plan. The negative of the closure will be the inconvenience to the traveling public for a <br />two-week period anticipated to begin August 14, 2000. The advantage will be an <br />acceleration of the project to place it back on schedule and to avoid the additional cost <br />associated with a revised grading plan.
