I I I I I I I I _ The capacity of the applicant to proceed promptly with the improvement of the facility if funded. _ The experience of the applicant in successfully develophng and operating the program which they intend to operate in the facility. _ A plan to operate the program intended for the facility. A private, nonprofit organization that leases or manages the facility must also demonstrate the ability and a plan to operate the program. Fiscal Capaci .ty _ The availability and source of funds to pay the ongoing costs of the program(s). _ The availability and source of other funds to pay for the cost of acquisition or rehabilitation of the structure beyond what this grant will provide and the ability to cover all expenses incurred before the end of the construction project. _ The extent to which the requested funds are to be used in conjunction with committed direct or in-kind contributions from other public and/or private sector sources. Extent of commitment will be considered: fully committed, .committed contingent upon receipt of state funds, or uncommitted. Collaboration The extent to which the application involves the local community in planning and implementation. Collaborative efforts, family resources center models, and "one-stop" models that include more than one program will receive favorable consideration. Written evidence of meaningful collaboration are recommended. General letters of support will be viewed favorably but will not carry as much weight as evidence of actual collaboration. Priority must be given to: _ Proposals that demonstrate collaboration among private, nonprofit, and public agencies, including regional entities dealing with at-risk youth, and community and parent organizations in arranging for programming, staff'mg, transportation, and equipment. _ To school attendance areas with high concentrations of children eligible for free or reduced school lunch and _ Government units demonstrating a commitment to collaborative youth efforts. Preference must be given to: _ Youth in grades four through eight _ Provide equal access and programming for all children, _ C-rants that expand the number of children participating in enrichment programs or improve the quality or range of program offerings. _ Grants that offer year-around programming.
