A private, nonprofit organization <br /> that leases or manages the facility must also demonstrate the ability and a plan to operate <br /> the program. <br /> <br />Fiscal Capaci .ty <br /> <br />_ The availability and source of funds to pay the ongoing costs of the program(s). <br />_ The availability and source of other funds to pay for the cost of acquisition or rehabilitation <br /> of the structure beyond what this grant will provide and the ability to cover all expenses <br /> incurred before the end of the construction project. <br />_ The extent to which the requested funds are to be used in conjunction with committed direct <br /> or in-kind contributions from other public and/or private sector sources. Extent of <br /> commitment will be considered: fully committed, .committed contingent upon receipt of <br /> state funds, or uncommitted. <br /> <br />Collaboration <br /> <br />The extent to which the application involves the local community in planning and <br />implementation. Collaborative efforts, family resources center models, and "one-stop" models <br />that include more than one program will receive favorable consideration. Written evidence of <br />meaningful collaboration are recommended. General letters of support will be viewed <br />favorably but will not carry as much weight as evidence of actual collaboration. <br /> <br />Priority must be given to: <br /> <br />_ Proposals that demonstrate collaboration among private, nonprofit, and public agencies, <br /> including regional entities dealing with at-risk youth, and community and parent <br /> organizations in arranging for programming, staff'mg, transportation, and equipment. <br />_ To school attendance areas with high concentrations of children eligible for free or reduced <br /> school lunch and <br />_ Government units demonstrating a commitment to collaborative youth efforts. <br /> <br />Preference must be given to: <br /> <br />_ Youth in grades four through eight <br />_ Provide equal access and programming for all children, <br />_ C-rants that expand the number of children participating in enrichment programs or improve <br /> the quality or range of program offerings. <br />_ Grants that offer year-around programming. <br /> <br />Special Additional Selection Criteria for Soccer Field and Athletic <br /> <br />Facilities Grants <br /> <br />71 <br /> <br /> <br />
