The ~SC shall take the following criteria into consideration when determining which <br />applications will be funded. The MASC will make the recommendations for up to $2.5 million <br />of this appropriation for soccer fields and athletic facilities. <br /> <br /> Geographic E~quity <br /> <br />The MASC, to the extent possible, will award grants equally between the eight congressional <br />districts. Special consideration will given to congressional districts with higher development <br />COSTS. <br /> <br />Disbursement of Funds <br /> <br />Applicants selected to receive funds from the Youth Enrichment Grant program will be required <br />to submit the following documentation. These items are not included in the application packet, <br />but rather to be submitted after selection or completion. These items are listed here to inform <br />applicants of the level of documentation that will be required for payment. Items must be <br />added to the required documentation. Some will be required prior to the completion of the <br />grant contract process: other items will be required prior to disbursement of funds: <br /> <br /> 1. The Declaration duly executed by the Grant Recipient and duly recorded in the appropriate <br /> office, with all of the recording information displayed thereon. (See Appendix E.) <br />2. Evidence that (1) the Grant Recipient has legal authority to and has taken all actions <br /> necessary to enter the Agreement and the Declaration, and (2) the Agreement, and the <br /> Declaration are duly binding on and enforceable against the Grant Recipient. <br />3. A draw requisition, duly executed on behalf of the Grant Recipient; (1) describing, in <br /> detaiI, what the proceeds of the Grant will be used to pay for (i.e. acquisition, <br /> improvement, renovation, rehabilitation, or new construction), and (2) containing a <br /> certification that the value of such work or activity is equal to or greater than the amount <br /> of the proceeds of the Grant. <br />4. Evidence that the Grant Recipient currently has, or will use the proceeds of the Grant to <br /> ac_quire, either (l.) fee simple title to the Real Property and, if applicable, fee simple title to <br /> the Facility, (2) a lease of the Real Property for a term which, if applicable, is at least as <br /> long as the expected useful life of the structure and improvements which are, or will be, <br /> part of the Facility and, if applicable, fee simple tide to the Facility, or (3) an easement on <br /> the-Real Property, and, if applicabie, fee simple title to the Facility. <br />5. If the Project involved the improvement, renovation, rehabilitation, or new construction of <br /> the Real Property, and, if applicable, the Facility, then evidence that; (1) such <br /> improvement, renovation, rehabilitation, or new construction was performed in a manner <br /> that will allow for the Real Property and, if applicable, the Facility to be operated in the <br /> manner specified in the application, and all applicable building permits and other permits <br /> for such information, renovation, rehabilitation or new construction were obtained. <br />6.
