-194- <br /> <br />Site Plan Review: Ramsey Townhomes <br />Page 2 of 5 <br />November 3, 2000 <br />Revised November 17, 2000 <br /> <br />10. <br /> <br />Setbacks: In the interpretation of the R-3 Urban Residential setback requirements, it would <br />appear that in this case the rear yard setback is from 40 feet from the outer boundaries of Lot <br />1. Because such a significant amount of the site is encumbered with wetlands and a collector <br />street, staff is recommending applying the 25-foot minimum setback to the structures. Ali of <br />the proposed structures meet the 25-foot setback. A variance is required to reduce the 40- <br />foot max/mum'rear yard setback to the 25-foot minimum setback. <br /> <br />Densit'v: The site plan is proposing to construct a total of.31 townhome units on Lot I. TNs <br />equates to a gross density of 2.7 units per acre. In the current draft comprehensive plan, this <br />property is targeted for high-density residential development and high density development <br />has been established at a maximum of 7 units per acre. <br /> <br />Access: The entire development has access provided at a single point. The interior roadway <br />with/n the development will be 24-foot wide private streets. Parking will need to be <br />restricted on both sides of the private streets with signs and painted curbing. It is also <br />recommended that B6/12 curbing replace the surmountable curb and gutter proposed. Access <br />for emergency vehicles should be provided at least at one, and preferably at both ends of the <br />cul-de-sacs. <br /> <br />Grading. and Drainage: The grading plan proposes draining both the north and south ends <br />of the site overland to catch basins located in the east/west access road into the site. These <br />catch basins in turn are proposed to be discharged directiy into a storm sewer provided within <br />Sunwood Driv.e. <br /> <br />Calculations must be submitted to ensure that the runoff generated by the development will <br />be sufficient to be handled by the storm sewer provided in Sunwood Drive. A permit must <br />be obtained from the Lower Rum River Water Management Organization for this <br />development. <br /> <br />REU Number: According to the calculations for impervious area, provided to us by <br />Hakanson Anderson, the R.EU for tiffs property would be 10.18. This results in a storm <br />.drainage utility charge of $256.54/quarter. TNs would be equally distr/buted amongst the 30 <br />dwelling un/ts in the development. Each dWelling unit- would rgceive a quarterly storm <br />drainage utility bill of $8.54. This does not include any internal sidewalks so if these are <br />added in the future the REU would increase accordingly. <br /> <br />Wetlands: The lands west of Sunwood Dr/Ye are predominately occupied by DNR protected <br />wetland 658W and are proposed to be encumbered by a drainage and utility easement. <br /> <br />Landscaping: Thirteen summit ash trees are shown for the proposed 30 towr&ome un/ts.
