POLICY FOR APPOINTING MEMBERS
OF CITY BOARDS AND COMMISSIONS

Pupose: The Mayor and City Council of the City of Ramsey have the authority to
establish volunteer boards and commissions to advise them on matters affecting the City,
as detailed in Chapter 2.03 of the City Code. The purpose of this policy is to outline a
process for selecting and appointing representatives to City boards and commissions.

Scope: This policy applies to the following advisory bodies established by the City of
Ramsey: Economic Development Commission, Fire Board, Horse Care Board, Park and
Recreation Commission, Planning Commission, and to the Charter Commission with the
exceptions noted in item number 8.

Process: The intent of the process is to ensure that openings on City boards and
commissions are publicized to the community at large, that applicants are evaluated
objectively and treated fairly and courteously, and that members of boards and
commissions are selected on the basis of their qualifications and suitability for the
position.

1. Notification of vacancies

A vacancy occurs whenever a member of a board or commission is unable to complete
his or her term of office for any reason, resigns, does not seek reappointment upon the
expiration of his or her term, or when the City Council declines to reappoint an
incumbent seeking' reappointment. When a vacancy occurs, the staff liaison to the
commission will notify the Administrative Services Manager who will prepare a detailed
notice of position availability for publication in the City newsletter and the City's official
newspaper, for posting on public bulletin boards and dissemination to local civic
organizations.

The application deadline will be no less than two weeks after the date of publication or
posting.

2. New applicants

New applicants for vacancies on City boards and commissions are required to submit a
letter of interest specifying the position being applied for; name, address and phone
number of the applicant; and a description of interest, experience or qualifications relative
to the position. Resumes are welcome, but not required.

I
I
I
I
I

I
