Councilmember Hendriksen questioned if it would be a true statement that the County's portion <br />of the project would not go forward if the City had not moved ahead with the T.H. #47 project. <br /> <br />Commissioner Berg replied that at this point the project would not be feasible. <br /> <br />Councilmember Hendriksen stated that the project costs have increased and now the City is <br />picking up a large portion of a County project. <br /> <br />County Engineer Olson reviewed the proposals that he received from the engineers. <br /> <br />City Engineer Jankowsld noted that the County is only referring to construction costs, not design, <br />engineering, or property acquisition. <br /> <br />County Engineer Olson replied that the County never claimed they would pay for any right-of- <br />way. When the City applies for federal dollars, you tell the region you are going to complete <br />certain things and you are expected to do so. <br /> <br />Councilmember Hendriksen stated that when he sees a total cost of 6.8 million dollars, he thinks <br />it is a horrible burden for the citizens of Ramsey to pay, especially when the residents only <br />wanted two sets of stoplights. He questioned what the County is paying for. <br /> <br />County Commissioner Berg replied that the County would be paying for the construction cost of <br />the intersection of C. R. #5 and T.H. #47. Eighty percent of the money will come from TIF and <br />20 percent will come from the County. <br /> <br />Councilmember Hendriksen stated that it is a very small contribution for such a large project. <br /> <br />County Engineer Olson replied that the County never asked the City to do the project. <br /> <br />Councilmember Hendriksen stated that he would not have "gone down this road" if he would <br />have been sitting on the Council when the project was initiated. <br /> <br />County Commissioner Berg replied that the County is not responsible for City decisions. <br /> <br />Councilmember Hendriksen questioned how City Staff came to expect a $250,000 contribution <br />from the County. <br /> <br />County Engineer Olson replied that they need to understand the funding to understand the <br />figures. He explained that the County budgeted $450,000 for C.R. #116 and $200,000 for C. R. <br />#5. The total project cost was $650,000 for the C.
