Councilmember Hendriksen questioned the regional implications. <br /> <br />County Commissioner Berg replied that if the region would go for funding for a river crossing <br />and they see that the region lost 3 million dollars, it would be hard to reclaim the funds. <br /> <br />Councilmember Connolly replied that the project is costing the City the entire City budget. <br /> <br />Councilmember Hendriksen reviewed the County's 20-15 plan and requested that County <br />Commissioner Berg explain the County's plan for T.H.//47, C.R. 5 and 6. <br /> <br />County Commissioner Berg replied that the 20-i0 plan states that someday there will be a need <br />for a river crossing which would require a highway system and to get the funding for the project <br />it would have to be cormected to a state system. <br /> <br />Councilmember Hendriksen questioned why the City of Ramsey would want to have anything to <br />do with that plan. Upgrading T.H.//47 allows the County to do a jurisdictional swap with the <br />State of Minnesota so there can be a freeway through the City. <br /> <br />County Commissioner Berg replied that he did not agree with Councilmember Hendriksen's <br />explanation of the project. <br /> <br />County Engineer Olson reviewed letters received from the City in regards to the river crossing. <br /> <br />Councilmember Hendriksen questioned if the County Engineer is aware of the City's proposed <br />comprehensive plan. <br /> <br />County Engineer Olson reviewed the County's Comprehensive plan explaining that the Cities of <br />Ramsey and Dayton have agreed on a location for a river crossing and are looking at connecting <br />to the recent extension of #116. <br /> <br />Councilmember Hendriksen stated that the previous City Engineer told him that the current river <br />crossing plan was placed in the 20-15 plan as requested by the County without a public hearing. <br /> <br />County Engineer Olson replied that the river crossing came from the City Administrator and <br />acting City Engineer at the time.
