I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember Hendriksen stated that the talks were initiated because it was included in the <br />County's 20-15 plan. <br /> <br />County Commissioner Berg replied that the plan was put together by the City and incorporated <br />into the County's plan. <br /> <br />Councilmember Hendriksen stated that he disagrees with how the plan was put into place. <br />County Commissioner Berg explained the definition of a freeway system. <br /> <br />Councilmember Hendriksen replied that he is referring to a four-lane, divided highway. He <br />stated that he is suspicious that the City is being asked to use all of its tax dollars on T.H. #47 <br />project so a swap can be done to connect a bridge crossing. <br /> <br />County Commissioner Berg replied that he thinks Councilmember Hendriksen is looking for <br />someone to blame since he can't decide whether or not to vote yes or no to continue with the <br />project. <br /> <br />Councilmember Connolly suggested reviewing the updated numbers associated with the project <br />with the County. She would also like to discuss future road plans for the area. <br /> <br />County Engineer Olson replied that there are no major projects within the next year for the City <br />of Ramsey. <br /> <br />Director of Public Works Kapler replied that Armstrong Boulevard is scheduled to be completed <br />in 2000. <br /> <br />County Engineer Olson replied that was correct. <br /> <br />County Commissioner Berg explained the delays that have occurred with Armstrong Boulevard. <br /> <br />Councilmember Connolly inquired if it would be possible to schedule a meeting with the County <br />that would provide a forum where the citizens would be able to address their concerns. She also <br />requested that Al Tinldenberg be invited to the meeting. <br /> <br />Councilmember Hendriksen stated that he woul.':l like a document from the County stating they <br />would not enter into a swap with the State without Ramsey Council approval. <br /> <br />County Engineer Olson replied that a document could be provided since it is a State law. <br /> <br />Councilmembei Connolly stated that she would submit her concerns to the County prior to the <br />meeting. <br /> <br />City Council/November 23, 1999 <br /> Page 7 of 25 <br /> <br /> <br />
