license that would permit three dogs on a property contingent upon meeting certain criteria. Per <br />Council's discussion, Staff made some amendments to the proposed ordinance and scheduled a <br />public hearing for September 7. As the amended ordinance is currently drafted, the ordinance <br />would provide for a biennial license to maintain three dogs on a parcel. Staff's choice for a two <br />year license was intended to run concurrently with the term of a City dog license, which is tied to <br />the two-year rabies vaccination. However, the Planning Commission thought kennel licenses <br />would be easier to track with a simple two year expiration date from the time of granting the <br />permit. In addition to all dogs being currently licensed, which includes rabies vaccination by <br />association, additional criteria for an administrative kennel license include proper animal <br />restraint, placement of dog houses and kennel runs, regular removal of excrement, and any <br />history of dog nuisance complaints. In summary, these ordinances would retain two dogs as a <br />permitted use, require an administrative kennel license for three dogs, and a conditional use <br />permit for four or more dogs. <br /> <br />Councilmember Hendriksen asked if a resident were to come in to apply for the administrative <br />license would Staff have the right to inspect the facility if necessary or enter the property if it <br />would become necessary. <br /> <br />Planning Consultant Scazlo replied yes. <br /> <br />Councilmember Anderson noted that the wording "Said license shall expire two (2) years from <br />the date of the most recent rabies vaccination" should be removed from the ordinance. <br /> <br />Planning Consultant Scazlo replied that he will make the change. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to adopt <br />Ordinance #99-16 and #99-17 to amend Chapters 5 and 9 of the Ramsey City Code to establish <br />and amend definitions relating to the keeping of dogs and provide for administrative kennel <br />licenses to keep three dogs on a parcel as amended. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, and <br />Anderson. Voting No: Zimmerman. <br /> <br />Case #3: <br /> <br />Adopt Ordinance Amending Section 6.04 of the Ramsey City Code Entitled <br />"Snowmobiles" <br /> <br />Police Chief Gustafson stated that Staff presented Council with a proposed ordinance amending <br />Section 6.04 of the Ramsey City Code entitled "Snowmobiles". Chief Gustafson explained that <br />violation of any section of Ramsey's snowmobile ordinance is currently a misdemeanor, <br />punishable by 90 days in jail and/or a $700.00 fine. By amending the Code to provide for petty <br />misdemeanor minor offenses such as a stop sign, speed, hours of operation and expired <br />registration, prosecution time and costs can be maintained at reasonable levels, for the defendant <br />need not make a personal court appearance for such offenses.
