Community Development Director Frolik explained that City Code states that there shall not be <br />more than one main building on a lot unless otherwise provided for in City Code. Mr. Kveton <br />has a dwelling at 5750 177th Avenue N.W. (Lot 3, Echo Ridge) and is requesting a conditional <br />use permit to maintain a second dwelling (carriage house) on the property to provide separate <br />living quarters from his own for the caretakers of his hobby farm. She noted the documentation <br />contained within the Council's meeting packet. The Planning Commission conducted a public <br />hearing on January 4, 2000. The neighboring property owner to the west spoke in opposition to <br />the request. One area of concern was that the hobby farm is located at the terminus of a dead-end <br />street, which is appropriately signed but the radius of the tum-ar0u~d is very tight. Community <br />Development Director Frolik explained that subsequent to the Planning Commission, staff <br />reviewed the Echo Ridge development agreement which indicates the developer was to plat each <br />lot with 200 feet of frontage; there is a deficiency of 100 feet on the Kveton lot. She stated that, <br />in her opinion, extending the road another 100 feet will not solve the problem and recommended <br />the cul-de-sac be enlarged to accommodate easier vehicle turnaround. <br /> <br />Donald Kveton, applicant, asked the Council to allow Mr. Bauer to address this point. He stated <br />that he does not understand what the problem is since there has been no problem with semitrucks <br />turning around during the construction phase. Mr. Kveton maintained that the turn around is <br />large enough as it exists. <br /> <br />Jerry Bauer, 14681 Waco Street NW, stated that he developed Echo Ridge exactly as the City <br />directed with a 66-foot cul-de-sac. He stated that he does not know why the road is 100 feet <br />short. He stated that in the nine years he lived there, the cul-de-sac did not cause any problems <br />but he believed that extending the road another 100 feet would create a hardship for Mr. Kveton <br />since it would result in removal of concrete pillars. Mr. Bauer stated the cul-de-sac is <br />blacktopped to the City specifications. <br /> <br />Councilmember Anderson asked if the caretaker's house is constructed. <br /> <br />Mr. Kveton stated that it is. <br /> <br />Councilmember Anderson stated that she preferred the opportunity to address the CLIP prior to <br />the building being constructed, not afterwards, even if they are told to build at their own risk. <br />She asked if the caretakers will have children and how the school bus will get in. <br /> <br />Mr. Kveton stated the caretakers do have children. <br /> <br />Bob Longfield, 5751 177th Avenue NW, Ramsey, stated he has owned this property for nine to <br />ten years and the School District will not come down there. He stated that he has had to drive his <br />children to the end of the road. He stated that there have been more trucks on the road due to the <br />construction but usually it is very quiet.
