Monthly Status Report <br /> <br />Frolik/ <br />Complete <br /> <br />Frolik/ <br />Complete <br /> <br />10/12/99 <br /> <br />9/28/99 <br /> <br />Discussion of CDBG Funds: Councilmember Connolly inquired <br />if they could use a portion of the funds on the Comp Plan. You <br />replied that you would have to verify the information because a <br />city is only allowed to use 20% of CDBG funds for planning. <br />Councilmember Hendriksen stated that the City has purchased a <br />.piece of property at a significant cost and sold to ACCAP at a <br />significantly lower cost. He inquired if it would be possible to <br />allocate the funds to reduce the cost of the City for acquisition of <br />the site. You replied that you would have to verify that <br />information. Councilmember Hendriksen stated that he wants to <br />know if it is viable to use the funds to cover the cost the City has <br />akeady occurred in acquiring the property for ACCAP. He <br />inquired if the money has already been paid out for the property. <br />Mr. Goodrich replied yes and Councilmember Hendriksen asked <br />if that possibility be reviewed. Mayor Garnet requested that staff <br />review other options as well as the land acquisition for ACCAP, <br />and what percent can be applied to the Comp Plan. <br /> <br />Following ~s the discussion during the CDBG case: <br />Councilmember Hendriksen inquired if funds would reduce the <br />cost of the project for ACCAP. Ms. Sherman replied that it has <br />not been determined how the funds would be used. <br />Councilmember Hendriksen asked if .the intention would be to <br />reduce the cost of the project for ACCAP by $63,000 or reduce <br />the cost the City has in the project. Ms. Sherman replied that the <br />funds would be given to ACCAP to use as they see fit. <br />Councilmember Zimmerman questioned if there would be <br />anything committing ACCAP to using the funds in Ramsey. Ms. <br />Sherman replied yes. Councilmember Anderson asked if they <br />could make it a stipulation as part of the agreement that they have <br />to use the funds in Ramsey. Councilmember Hendriksen stated <br />that the City is spending a great deal more money acquiring land <br />for the site and then ACCAP would be receiving funds to reduce <br />their costs. He requested that staff review the possibility of using <br />the funds to lessen the cost to the City for land acquisition. <br />Councilmember Connolly stated that she would like to explore <br />other options. Council was asked to table the item to allow staff <br />to review the rules as to what the money can be used for. <br /> <br /> <br />
