t Metropolitan Council <br />ISTS management <br />program <br />requirements <br />The local wastewater section must include an ISTS management <br />program that: <br />The Metropolitan Council's access database is available for <br />municipalities to use to manage and track the condition of their <br />septic systems. <br />Local Planning Handbook 1 Section 5 Water Resources Management <br />• Requires inspections or pumping of all systems no less <br />frequently than every three years. <br />• Requires repair or replacement of failing systems within <br />five years. <br />• Requires replacement of systems that pose an imminent <br />public health or safety threat within 10 months. <br />• Includes current number of systems. <br />• Establishes a tracking and notification database that <br />includes the year the system was built, the date each ISTS <br />was inspected, the condition of the system, the volume and <br />date the contents were pumped out and whether the system <br />was compliant with 7080 rules. <br />• Has an enforcement provision that allows the municipality <br />to address failing systems or systems found to be imminent <br />public health threats. <br />http://www.metrocouncil.oro/envi <br />ronment/Watershed /watershed /i <br />sts. htm <br />April 2008 5 -9 <br />
