However, <br />because this is an expansion of the business and signifies an increase in intensity, staff <br />recommends the applicant provide a Landscape Plan for the entire site. For the south side <br />of the property, staff suggests the plan include deciduous tree plantings to improve the <br />aesthetic appearance by screening the warehouse loading activity from Highway #10. For <br />the north part of the property, staff suggests coniferous plantings to reduce wind and <br />snow drifts onto the work areas of the site. <br /> <br />Accessory Building S';ze Restrictions: City Code restricts accessory buildings to 30% of <br />the size of the principal building, unless otherwise approved by City Council. The <br />proposed accessory building is 99% of the size of the principal building. Because of the <br />nature of the business, it is logical that the warehouse space needs will exceed the office <br />needs. In addition, the Council previously approved another accessory building on the <br />site that exceeds the principal building in size by 125 square feet. Staff will be <br />recommending Council approval of the accessory building at the size proposed. <br /> <br /> Architectural Standards: City Code restricts structure heights to 35 feet, and exterior <br /> wall finishes must be brick, natural stone or pre-ca~t concrete, or fabricated panels of <br /> these materials. The Elevations provided indicate that the building Mll be 14 feet in <br />. height and the south facade will be rock face block. However, the north, east and west <br /> walls are proposed to be concrete block and I-e-finished metal panels, which does not <br /> comply witi~ City Code 9.11.20 Subd. 6 (Architectmal Control), unless approved by the <br /> Planning Commission and City Council. Staff recommends that all walls be finished <br /> with rock face block like the south wall. <br /> <br />Waste Storage: Waste is currently stored in an unscreened dumpster behind the principal <br />building, where it is not vis2ble frorz~ State Highway #10 NW. City Code requires that all <br />solid waste and refuse receptacles shall be stored within a completely screened structure <br />or container. Staff recommends the applicant provide a designat: -t location and screening <br />for the dumpster. <br /> <br />Off-Street Parking - Design: City Code requires all driveways, off-street parking areas, <br />and maneuvering areas and display areas to be paved with concrete and finished with B- <br />612 concrete curbing. Currently the site does not comply with City Code 9.20.23 Subd. <br />4n. Therefore, the owner should be aware that the next time the parking Iot requires an <br />overlay, they must also install concrete B-612 curbing. <br /> <br />Off-Street Parking - Spaces Required: The plan does not propose, nor require, <br />providing additional parking spaces <br /> <br />Lighting: The site plan is deficient of a lighting plan. The lighting plan should include <br />all existing and proposed exterior lighting locations, and lighting specifications and <br /> <br /> <br />
