156 townhomes; 6 eight-unit buildings (back to back), 3 eight-unit buildings (row house style), 7 <br />six-unit buildings (row house style), and 7 six-unit building (new urbanist style). The townhouse <br />units exceed townhouse size, setbacks, and structure height requirements established in the R-2 <br />District. The development is proposing three different townhouse styles (back to back units, row <br />house units, and new urbanist style). Staff has reviewed the locations and elevations of the units <br />and note that the units have been redesigned to present a more "pedestrian friendly" layout along <br />County Highway 116 as directed by previous City review. The landscaping plan has been <br />revised several times in accordance with Staff review and the plan is now considered acceptable. <br />The City will be requiring an address location sign (specifying the units addresses) to be placed <br />at the entrance of all private streets. The required signage will assist emergency services in <br />locating a specific unit when called to the site. The address signage is subject to the review and <br />approval of the City Engineer and Police Chief. The Planning Commission reviewed the site <br />plan at their June 25, 2003 meeting and recommended approval of the site plan subject to <br />compliance with City Staff Review Letter. Staff recommended approval of the site plan subject <br />to compliance with the City Staff Review Letter dated May 30, 2003, Revised June 23, 2003, <br />Revised July 18, 2003, the developer entering into a development permit, and plat approval for <br />Town Center Gardens. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to approve the site plan <br />of Town Center Gardens subject to compliance with City Staff Review Letter dated May 30, <br />2003, revised June 23, 2003, revised July 18, 2003, the developer entering into a development <br />permit, and plat approval for Town Center Gardens. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, Pearson, <br />and Zimmerman. Voting No: None. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 9:22 p.m. <br /> <br />Mayor Gamec called the regular meeting of the City Council back to order at 9:30 p.m. <br /> <br />Case #12: <br /> <br />Introduce Ordinance to Amend to Chapter 9 (Zoning and Subdivision of <br />Land), Section 9.11 (Performance Standards), Section 9.12 (Signs), Section <br />9.13 (Soils), and Section 9.14 (Solid Waste) <br /> <br />Community Development Director Frolik stated that the Planning Commission has been <br />reviewing revisions of Chapter 9, the Zoning and Subdivision Code. Most recently, the Planning <br />Commission has completed their reviews of Section 9.11 Performance Standards, 9.12 Signs, <br />9.13 Soils and 9.14 Solid Waste. The majority of the proposed amendments to 9.11 Performance <br />Standards are housecleaning items. A couple of very minor changes are proposed to the Signs <br />and Solid Waste sections. No changes are proposed to the Soils section. The Planning <br />Commission has recommended adoption of the proposed amendments. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to introduce an <br />ordinance to amend Sections 9.11 Performance Standards, 9.12 Signs, and 9.14 Solid Waste of <br />the Ramsey City Code. <br /> <br />City Council/July 22, 2003 <br />Page 24 of 33 <br /> <br /> <br />
