Voting No: None. <br /> <br />Case/t13: Request for Site Plan Review; Case of Felco Properties <br /> <br />Assistant Community Development Director Tmdgeon stated that Felco Properties is proposing <br />to redevelop the property located at the northeast comer of the intersection of TH 47 and 142nd <br />Ave. NW. BP Amoco is the current owner of the vacant gas station on the site; Felco Properties <br />is proposing to redevelop the property with a 3,960 square feet car wash. The property is zoned <br />B-I; self-service car washes are a permitted use in this district. The proposed site plan meets the <br />required front, rear, and side yard setbacks. City Code also requires a 20-foot green space <br />adjacent to all public streets. The revised site plan meets these requirements. The subject <br />property is located within the Scenic River Overlay District. BP Amoco received a variance to <br />impervious surface coverage on April 27, 1988 to allow 58% impervious surface on the site. The <br />current proposal meets this standard with 55% impervious surface coverage. City Code requires <br />screening in situations where a commercial use is across the street from a residential district. The <br />revised site plan will satisfy this requirement after minor modifications to the landscaping plan. <br />The parking and maneuvering area is currently surfaced with bituminous overlay. There are <br />several sections of bituminous and curb that will need to be repaired. City Code specifies that <br />exterior wall finishes shall consist of natural or prefabricated brick or stone or pre-cast concrete <br />panels or some other material approved by City Council. The submitted building elevations <br />appear to meet this standard. The drainage plan appears to be generally acceptable. The site will <br />continue to gain access through two access drives off of 142na Ave. NW. The site will be <br />serviced by municipal sewer and water facilities. Staff recommended that hours of operation be <br />restricted to 5:00 AM - 11:00 PM or 6:00 AM - 12:00 AM, due to the operation's close <br />proximity to a residential neighborhood. The Planning Commission and City staff recommend <br />site plan approval contingent upon compliance with City Staff'Review Letter dated July 3, 2003, <br />revised July 17, 2003. <br /> <br />Councilmember Kurak inquired if the storm water management fee was originally collected <br />when the site was developed. <br /> <br />Community Development Director Frolik replied no, explaining that the fee was not in place at <br />the time the property was originally developed. <br /> <br />Councilmember Elvig inquired if there was any concern with the stacking of vehicles. <br /> <br />Mr. Feldman replied that they would be looking to have cars enter the back side and exit around <br />the front so that if there is any stacking it will be within the property. <br /> <br />Councilmember Pearson inquired if the existing building would be destroyed. <br /> <br />Assistant Community Development Director Trudgeon noted that the buildings will come down <br />this fall and then construction will start early spring. <br /> <br />City Council/July 22, 2003 <br />Page 25 of 33 <br /> <br /> <br />
