Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to approve the <br />proposed site plan for a self-service car wash on Lot 1, Block 1, Rivers Bend Plaza 2nd Addition <br />contingent upon compliance with City Staff review letter dated July 3, 2003, revised July 17, <br />2003. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Kurak, Elvig, <br />Cook, and Pearson. Voting No: None. <br /> <br />Case #14: Introduction of the Town Center Zoning District <br /> <br />Councilmember Kurak abstained from the discussion. <br /> <br />Assistant Community Development Director Trudgeon stated that City Staff along with the <br />Town Center Task Force and Planning Commission have been working on a new zoning district <br />for the Ramsey Town Center during the past year. The new district, entitled Town Center <br />Zoning District will cover the area to be developed as the Ramsey Town Center. The Town <br />Center Zoning District will govern the type and intensity of uses within the Ramsey Town Center <br />development. The Town Center Zoning District was being proposed to apply to the land being <br />developed as the Ramsey Town Center and additional land west of Armstrong that was <br />designated as mixed-use on the Comprehensive Plan. The Town Center District is comprised of <br />a number of distinct Sub-Districts intended to define the type and intensity of uses, location of <br />amenities and overall character of development. <br /> <br />The Town Center District has been written to provide flexibility in how the Town Center is <br />developed, yet give enough guidance to ensure that what is being proposed as Ramsey Town <br />Center will occur. To further ensure that the vision of the Town Center will happen, the Town <br />Center District also incorporates the Town Center Master Plan and the Town Center <br />Development Guidelines. A copy of these documents have been provided with the case for your <br />information. The Town Center Zoning District also governs the use of signs in the Town Center <br />by regulating the size, type, and location of signs in the Town Center. Parking requirements are <br />also addressed in the Town Center Zoning District. The Town Center District outlines some <br />minimum standards and encourages the use of shared parking. More importantly, the new code <br />requires that a parking plan be submitted as part of the approval process. It is anticipated that the <br />parking plan will identify locations where shared parking can take place and also identify <br />strategic locations for parking areas. At their July l0th meeting, the Planning Commission <br />recommend approval of the Town Center Zoning District ordinance. <br /> <br />Assistant Community Development Director also noted that the TC~3 district in the <br />Comprehensive Plan is identified as Places to Work, which most uses will be, but it may be more <br />appropriate to be designed at mixed use. The other area north of C.R. #116 is currently identified <br />as low and medium density in the Comprehensive Plan and it would make sense as well for that <br />area to be mixed use.
