Case #15: Request for Final Plat Review of Alpine Acres; Case of Oak Creek Builders <br /> <br />Assistant Community Development Director Trudgeon stated that Oak Creek Builders has <br />applied for final plat approval of a townhome development named Alpine Acres. The property is <br />generally located in the triangular area formed by Nowthen Blvd., Sunfish Lake Blvd., and <br />Alpine Drive. The final plat of Alpine Acres will be completed in approximately four phases. <br />The applicant has submitted the final plat for the first phase consisting of 53 townhome units and <br />2 existing single-family lots. The preliminary plat approved by the City Council on June 24, <br />2003 consists of 200 townhouse units and two existing single-family home. The Final Grading <br />Plans, Construction Plans and Specifications have been reviewed by the City Engineer and are <br />acceptable subject to comments outlined in the City Staff Review Letter dated July 3, 2003, <br />revised July 18, 2003. Park dedication will consist of a combination of cash and land dedication. <br />The land dedication will consist of .485 acres. The plat will have 8-foot bituminous trails along <br />Alpine Drive, Sunfish Lake Blvd., and Nowthen Blvd., said trails will be constructed as part of <br />phase one. The entire stretch of Sodium Street will be constructed as part of phase one and the <br />remaining public and private streets will be installed according to the phasing plan. The final <br />plat encumbers all common open spaces and drainage ponds with drainage and utility easements. <br /> <br />Councilmelnber Kurak inquired if the development agreement included language about the <br />entrance landscaping. <br /> <br />Assistant Community Development Director Trudgeon replied that there was nothing included in <br />the development agreement other than what is required in the landscaping plan. <br /> <br />Councihnember Elvig inquired if they were certain the setbacks along C.R. #5 had been changed. <br /> <br />Brian Johnson, Hakanson Anderson, explained that the setbacks along Alpine Drive and <br />Nowthen Boulevard are within the 40-foot minimum. In regards to the entrance he did not get <br />that design included into the landscaping plan, but they will be constructing a two-foot boulder <br />wall at the entrance on either side along the evergreen trees. <br /> <br />Councilmember Kurak inquired if the berm at the end of Radium Street was going to be a three- <br />foot berm. <br /> <br />Mr. Johnson reviewed the cul-de-sac landscaping plan explaining that the berm will be about 1 ½ <br />feet and will be heavily landscaped. <br /> <br />Don Carta, 15325 Sunfish Lake Boulevard NW, Ramsey, stated that he has lived in the City for <br />about 30 years and now the City has asked the developer to construct a trail on the County road <br />and questioned why. <br /> <br />Mayor Gamec replied fl~at the trail is being constructed to complete a trail loop and the reason <br />the trail was being constructed as part of the development is because then the developer pays for <br />the cost of the trail <br /> <br />City Council/July 22, 2003 <br />Page 28 of 33 <br /> <br /> <br />
