Councilmember Cook stated that the fact is that the City usually only gets a trail when
development occurs.

Mr. Carta replied that most of the trails don't have driveways that cross the bike path, which is a
COllcerrl.

Mayor Gamec stated that once their property is developed those driveways will be eliminated.

Mr. Carta stated that he wanted it noted that he was not in favor of the trail. He explained that he
planted cedar trees 30 years ago on his property and requested that they align the trail to
minimize the impact on the trees.

Mayor Gamec replied that he could work with staff on the issue, but they will have to follow
certain standards set by the County.

City Engineer Jankowski explained that staff has met with the property owners and he was quite
confident that they could construct a trail with minor impact to the trees. The main issue is that
there needs to be separation between the roadway and the trail.

Consensus of the Council was to direct staff to work with Mr. Carta on the location of the trail.

Mr. Carta inquired if they were to decide to connect to sewer and water would that be possible
since the pipes will be behind their property.

Mayor Gamec replied that the property owners would have to make that request.

Mr. Carta stated that he was not asking for the pipes to be stubbed to their property, but he did
not want to get into a situation where the City will force them to hook up.

Mayor Garnec replied that the City cannot force property owners to hook-up to City sewer and
water. The residents would have to make the request.

Deb Kuechle, 15345 Sunfish Lake Boulevard NW, Ramsey, stated that she was shocked to find
out at the last Planning Commission meeting that the road she was opposed to was moved from
35 feet from her property line to 24 feet. Cars will be driving toward her bedroom and then they
will run the whole length of her property. She understood that they will be planting trees, but she
was concerned that the trees won't provide enough screening to block the light. She inquired if it
would be possible to plant evergreen trees rather than river birch trees.

Councilmember Zimmerman recommended that she work with staff on the issue.

Ms. Kuechle stated that she was told by staff that if they wanted City sewer and water they could
not because they had large lots.

City Council/July 22, 2003
