Mayor Gamec replied that they could hook-up to City sewer and water, but it is not real <br />economical on a large lot. <br /> <br />Ms. Kuechle inquired as to whey they were constructing an 8~foot wide trail. <br /> <br />Councilmember Cook replied that eight feet is the standard width. <br /> <br />Ms. Kuechle inquired as to why City would be adding more trails that require maintenance if the <br />City cannot afford to maintain them. <br /> <br />Councilmember Cook explained that the City has to plan for the future and if the trail is not <br />connected while development is occurring it will probably never happen. <br /> <br />Councilmember Kurak stated that she would like to see the developer work with Ms. Kuechle on <br />the issue of trees along her property line. <br /> <br />Councilmember Elvig stated that he would strongly encourage the developer to use evergreens or <br />some type of landscaping that will provide an appropriate buffer. <br /> <br />Councilmember Kurak inquired if Ms. Kuechle would be opposed to fencing. <br /> <br />Ms. Kuechle replied that she would question if a fence would be high enough to block the lights. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to adopt Resolution//03- <br />07-189 to approve the final plat of Alpine Acres first addition with the developer and City staff <br />working with Deb Kuechle on screening to minimize the light impact and direct staff to work <br />with the property owners along Sunfish Lake Boulevard regarding the alignment of the trail, <br />contingent upon compliance with City staff review letter dated July 3, 2003, revised July 18, <br />2003, and the Developer entering into a Development Agreement with the City including the <br />development agreement amendment presented at the meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, and <br />Pearson. Voting No: Councilmember Zimmerman. <br /> <br />Case #16: <br /> <br />Adopt Ordinance to Rezone Property from R-1 Single Family to R-2 Medium <br />Density Residential; Case of Oak Creek Builders, Inc. <br /> <br />Assistant Community Development Director Trudgeon stated that the City Council introduced an <br />ordinance to rezone property located north of Alpine Drive and east of Sunfish Lake Blvd. from <br />R-1 Single Family Residential to R-2 Medium Density Residential (also known as Alpine Acres <br />2,'d Addition). The City Council introduced the ordinance to rezone the subject property <br />contingent upon Metropolitan Council approving the Comprehensive Plan Amendment to change <br />the subject property's land use designation in the Comprehensive Plan from low density <br />residential to medium density residential. Staff received a letter from Phyllis Hanson, Manager <br />of Planning and Technical Assistance at Metropolitan Council dated July 10, 2003, stating their <br /> <br />City Council/July 22, 2003 <br />Page 30 of 33 <br /> <br /> <br />
