Council Action:

Motion to ratify the Public Works Committee's directive to provide a temporary access for Mrs.
Milless at a cost not-to-exceed $3,500. This cost will be paid from the fund.

Case #4: Update on C.R. #I16 Corridor Study

At the Committee meeting on April 20, 1999, a letter from County Engineer Jon Olson was
reviewed. Tiffs letter was in response to a March 25, 1999 request that the County identify the
location and right-of-way necessary for the extension of C.R. #1t6 west of Armstrong
Boulevard. The letter and accompanying sketch (which will be available at the meeting) identify
a broad area which would include all the potential right-of-way for C.R. #116 to extend
westward and southward as a river crossing in the location identified by the draf~ Comprehensive
Plan. The sketch and accompanying letter is sufficiently detailed to identify a 150-foot-wide
strip of property for ¼-mile west of the current terminus of C.R. #116 as being necessary for this
extension. Beyond this initial ¼-mile, the right-of-way needed becomes considerably more
speculative.

The Committee recommended that the City acquire a 150-foot strip of property for ¼ mile west
of Armstrong Boulevard. -:

Council Action:

Motion to ratify the Public Works Committee's recommendation to acquire 150 feet of right-of-
way for a distance of ¼ mile west of Armstrong Boulevard beginning with obtaining an appraisal
for the property.

Case #5:

Discuss Drainage Concern Received from Jim and Carla Holm

Improvement Project #99-08 includes a bituminous overlay of Juniper Ridge Drive in Rum Acre
Estates: A letter from Jim and Carla Holm pointed out a drainage issue, which would require
1000 feet of storm sewer at a cost of approximately $40,000 to correct. The Committee directed
that the storm sewer be installed as soon as practical and that the overlay project be delayed at
least on this portion of the subdivision work.

Council Action:

Ratify the recommendation of the Public Works Committee to install storm sewer, likely in
2000, and delay Improvement Project #99-08 until that time.

Case #6: Report on Waltek Sewer and Water Extension

The City Engineer reported to the Committee that he had contacted two of the existing
businesses between Waltek and the existing sanitary' utilities, Champlin Towing and Koenig
Insulation. Both of these businesses indicated they would not be in favor of the extension of
sewer and water if it would involve assessments to their properties. The Committee directed that
Waltek be assured that the City will extend sewer and water, even if the extension would need to
be financed by its utilities.
