However, the existing rock <br />adjacent to Tungsten and Riverdale should be replaced with turf and Staff supports use of <br />road right-of-way to meet the 20 foot width requirement here also., <br /> <br />Comm~ssloner lXFtx't questioned if the proposed upgrades by Staff would be overly cosily <br />to the property. Duke Grosslein responded that he has owned the building since 1972 and <br />has tried to upgrade the building over the years, but stated that only so many <br />improvements can be done. Mr. G-rosslein stated that he feels that installing the curbing <br />would be a determinate to the current building, and that the rock that is in place will take <br />care of the drainage from the property. Mr. Cn-osslein explained that to get a renter to pay <br />a rent that would make up for all the improvement required would be imposs~'ole. He <br />stated that he feels that the property is b. igh enough so that curbing is not need. <br /> <br />Commissioner lq'm-t questioned if Mr. Grosslein had received any quotes on instamng the <br />curbing. Mr. Grosslein stated yes, that he has been quoted $9.00 per square foot which <br />would have a total cost around $10,000. Commissioner N'~t questioned what the market <br />value of the property is. Mr. Grosslein stated the market value is $213,000. Mr. <br />C~rosslein stated that he wants a good business in there for himself and the City, but that <br />he is only w~lllng to spend so much money on improvements. <br /> <br />Commissioner Nixt questioned ff there curbing on the neighboring properties. Zoning <br />Administrator FroLik stated only on the neighboring property to the west. <br /> <br />Commissioner N'm't questioned Mr. Grosslein that if the Commission requires that the <br />curbing be installed would he continue with the improvements he has proposed. Mr. <br />Grosslein stated that if he is required to install the curbing the only improvement he would <br />do to the property is install the privacy fence <br /> <br />Chairperson Anderson questioned why Mr. Grosflein is required to make the <br />improvements. Zoning Administrator Frolik stated that their is a Code that all non- <br />conforming sites must install B-612 continuous concrete curb around the perimeter of all <br />new and repaired pavement by ~'anuary 1995 and that City Council has been ex'tending that <br />deadline stating that when a property owner ~proves their sight they will be required to <br />go through the site plan approval process and bring their property to Code.. <br /> <br />Commissioner Nixt stated *_hat the Commission is trying to make a motion that works for <br />both the City and property owner. Commissioner Nr~x't questioned if the City <br />recommendation is for installing curbing on three sides of the property. Community <br />Development Director Sherman stated that it includes all four fides of the property.
