Subd. 12. Operations mo The operator or owner of the carnival regulated hereunder shall conduct said operations and premises in conformance with all laws and regulation of the City and the State. No intoxicating liquor shall be permitted on the premises of the operation. , bo The operator or owner shall control traffic entering and leaving said premises so that there is no interference with the orderly flow of traffic on the public streets adjacent thereto. The City Council shall establish such conditions as is deemed appropriate to provide for the cleaning of the premises and all other properties relating to the operation, within a reasonable period after the event and may require a deposit fee, in an amount determined by City Council, to guarantee such cleaning; said deposit to be refunded upon satisfactory cleanup. Subd.13. Inspections go Before issuance of a license, the City may, at its discretion, inspect or contract with an agent empowered to act on behalf of the City, to inspect each carnival device set forth in the application to determine whether the device is so constructed mechanically and electrically to permit its operation safely and without danger to the users thereof. After issuance of a license, the City may periodically inspect each device used within the carnival and may, if any such device is found to be defective or unsafe, suspend or revoke the license therefor. Subd.14. Effective Date. This effective date of the Ordinance is thirty (30) days after its passage and publication, subject to the City Charter Section 5.07.
