Members shall corr:.municate their intention to <br />resign to the committee chairperson in wr/ting. When a vacancy occurs, <br />the committee chairperson shall immediately notify the Council chair and <br />the Council shall, as soon thereafter as possible, appoint a new member, <br />having the necessary characteristics as prescribed herein to fill the <br />vacated position for the unexpired term. <br /> <br />MEETINGS OF THE COMMITrEE <br /> <br />Regular Meetings. Regular meetings of the whole committee shall be <br />held at least once a month in the Metropolitan Council Chambers or at <br />such place as may be determined by the members of the committee. <br /> <br />Special Meetin~ls. Special Meetings may be held at any time UlJOn the <br />call of the chairperson, vice chairperson, or any six other members of <br />the committee. Notice of special meetings shall include the date, time, <br />place and agenda and be sent to the committee members at least three <br />days prior to the meeting. There shall be adequate public notice of <br />such meetings. In the event of an emergency, notice may be waived by <br />two-thirds of the committee. Business at special meetings shalI be <br />limited to the subject(s) stated in the call. Business transacted at a <br />special meeting where notice has been waived may be called for <br />reconsideration at the next regular committee meeting. <br /> <br />Quorum. A majority of the committee members shall constitute a <br />quorum for the conduct of committee business except that a quorum <br />shall not be necessary for conducting public hearings. If a quorum exists <br />at any time during the meeting, a quorum is then determined to exist for <br />the remainder of the meeting. <br /> <br />Public Participation. All committee meetings shall be open to the <br />public. The chairperson may, subject to challenge by majority of the <br />committee members, permit or close public discussion on any agenda <br />item. Public participation at the committee meetings relative to specific <br />agenda items should, to the extent possible, present new information on <br />previously made available to the committee. <br /> <br />i .,/'" E. Conflicts of Interest. No member shall vote in any committee <br /> deliberati~--~n ~ to issues and proposals in which said member has a'"'- <br /> conflict of interest. The conflict of interest shall exist where a <br /> · committee member: has a mater/al financial interest in an issue or <br /> proposal; is an officer or employee of an institution, agency or other <br />x entity directly involved in an issue or proposal; or is related by blood or <br />~_ mar;iage to a party sponsoring an issue or proposal. <br /> <br />q <br /> <br /> <br />
