#5: Resolution Amending Agenda Photocopying and Mailing Fees

Ms. Pruitt Hottinger stated that Council, in a work session, and the Personnel Committee
discussed the fee charges for photocopying the Council agenda. Staff attempted to come
up with a charge that would cover the actual cost of copying and mailing the agendas.
An amount of $936 per year was suggested but that really did not include personnel time.
Based upon discussion at the Council work session and the Personnel Committee, it was
suggested that a charge of $600 per year for the entire packet (or $50 per month) be the
fee collected.

Councilmember Anderson did not feel that $600 really reflected the City's costs to
provide the agenda and she wasn't sure there was any real reason to give people
requesting the agenda a huge bargain.

Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to
adopt Resolution #99-05-099 authorizing amendments to the Ramsey fee schedule
regarding agenda photocopying and mailing fees.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Hendriksen and
Zimmerman. Voting No: Councilmember Anderson.

Case #17:

Adopt resolution Approving Second Partial Payment to Kuechle
Underground, Inc. for Improvement Project #98-21 (Section 28 Sewer
and Water Extension)

Councilmember Hendriksen asked how this project got changed from what was depicted
in a memo.

City Administrator Norman explained that the memo is from the landowner. The phasing
plan was to do Jasper and a portion of 143Td. They did not do them simultaneously.

Discussion ensued relating to the phases. Councilmember Hendriksen stated that phase
one shows Jaspar and the east end of 143rd being a part of the first project. It looks like
they will have access on the west end of 143rd. Phase 2 looks like there would be access
going east on the completed portion of 143~d out to Jaspar. That's not what happened. It
all got torn up at the same time.

Mr. Norman stated there was access to which Councilmember Hendriksen stated it is a
gravel road with potholes.

Councilmember Zimmerman commented that the signage was not very good.

Mr. Kapler suggested that they put the signs up to early. He stated he could sympathize
with the businesses but added that the rain delayed the project.

City Council/May 25, 1999
