Preliminary 2000 Budget. The vast majority of the scheduled work session for <br />September 8~ will be to consider the preliminary 2000 General Fund Budget. Staffwill <br />be looking for consensus so that the pr¢Iiminary 2000 budget can be adopted during the <br />Council meeting of September 14, 1999. Councilmembers are asked to bring their copy <br />of the 2000 General Fund Budget to the work session. Since three members of the <br />current City Council were not part of the Council during the 1999 budget preparation, <br />staff thought it would be appropriate to point out the tax rate ranking of the City of <br />Ramsey. A study performed by the Minnesota Tax Payers Association and the Citizen's <br />League showed last year that the City of Ramsey ranked in the lowest ten jurisdiction <br />rankings in tax rates for the MetropoIitan Area in their study last fall. Attached to the <br />Weekly Update is an article discussing tax rankings found in the Minneapolis Tribune. <br />It is important to note that five of those bottom ten tax rates, a]ong with Ramsey, are <br />townships. <br /> <br />Comprehensive Plan. <br /> <br />Andover Meeting Request. During the work session held on August 23, 1999, to <br />discuss the Comprehensive Plan, the Council directed the City Administrator to request a <br />joint meeting between the Cities of Andover and Ramsey. Attached to the Weekly <br />Update is a letter to the City of Andover requesting a joint meeting with the Ramsey <br />City Coutlcil. Staff understands that the invitation will be discussed during the regular <br />Andover City Council meeting of September -]th. <br /> <br />Comprehensive Plan Work Session. In order to move the Comprehensive Plan in an <br />orderly rammer; staffwiI1 be requesting a Council work session to discuss the plan during <br />the week of September 13t~. Staff will complete the revised drax2 as directed by the City <br />Council during the work session held on August 23rd by next week. Brad Scheib of the <br />Hoisington Koegler Group will provide the new maps as directed from the Council work <br />session. <br /> <br />Performance Review Goals. As part of the action of the Personnel Committee of August 24th, <br />the Council directed that any additional performance review goals for the Community <br />Development Director be forwarded to the City Administrator. The City Administrator would <br />like to complete the three-month review period goals by next Week. Please submit any suggested <br />goals for the Community Development Director to the City Administrator prior to Friday, <br />September 10, 1999. <br /> <br />Council Update <br /> <br />AppIe Ridge Regrading. Staff has received correspondence from Orrin Thompson Homes <br />regarding the proposed regrading in the Apple Ridge 1~' Addition (River Pines subdivision). The <br />letter aclqmwledges the City's requirement to lower the grade; however, states that it would like <br />to pursue what they would describe as a viable solution. Attached to the Weekly Update is a <br />letter from Orrin Thompso~l Homes regarding Apple Ridge regrading. The letter further states <br />that due to the Labor Day weekend, a plan submittal would not take place until after September <br /> <br />Computer Purchases. The City Attorney has reviewed the purchase of the computer hardware <br />upgrades and has prepared a memorandum, which discusses the Council action. The City <br /> <br />2 <br /> <br /> <br />
