Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #99-10-XXX RESOLUTION EXPANDING THE NUMBER OF VOTING PRECINCTS IN THE CITY OF RAMSEY WHEREAS, the City of Ramsey has experienced significant growth in population, thereby increasing the number of registered voters; and WHEREAS, the City of Ramsey currently has five voting precincts with the approximate number of registered voters as follows: Precinct lA - 1,893, Precinct lB - 3,100, Precinct 2 - 2,211, Precinct3A - 1,534, and Precinct 3B - 1583; and WHEREAS, the current voter count in precincts lB and 2 exceed the recommended maximums of 1,500 to 2000 per precinct; and WHEREAS, adding precincts will more evenly distribute the number of registered voters in each precinct; and WHEREAS, the Ramsey City Charter states that there shall be three (3) precincts and they shall approximate each other in population, however, in 1989, two of the larger precincts were divided into lA and lB and 3A and 3B; and WHEREAS, on October 12, 1999, City Council conducted a public hearing and introduced an ordinance amending Section 3.2.2 of the Ramsey City Charter which states that there shall be three precincts, and WHEREAS, on October 26, 1999, City Council adopted Ordinance #99-15 amending Section 3.2.2 of the Ramsey City Charter, thereby allowing more precincts to be added; and WHEREAS, staff is presenting a map to the City Council, which will be adding three more precincts, making a total of eight, and such map will determine the precinct boundary lines as follows: Precinct 1' The area bounded by T.H. #47 on the west, 153,d Avenue on the south, Roanoke Street and the R_um River on the east, and the northern City limits on the north. Precinct 2: The area bounded by T.H. #47 on the east, 153~a Avenue on the south, CSAH #5 on the west, and the northern City limits on the north. Precinct 3: The area bounded by the northern City limits on the north, CSAH #5 and CR #56 on the east.
