Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None.
Absent: None.

Case #2:

Receive Hiring Recommendation for Public Works Maintenance Worker
Position

Administrative Services Manager Pruitt Hottinger stated that she, along with the Public Works '
Director, Public Works Supervisor, and Parks/Utilities Supervisor conducted interviews with five
candidates on Monday, September 27, 1999. Three candidates scored highly during the
interview, and the interview panel conducted a second interview on October 6, 1999, to gather
additional information to choose a finalist. Based on consensus of the interview panel, Staff
recommended Mark Giese as the finalist candidate for the Public Work Maintenance Worker
vacancy, contingent upon successful completion of background investigations of driving record
and criminal history, reference checks and a physical examination. The Public Works
Maintenance Worker's annual salary would be the starting step of the position in the City's 1999
compensation plan, $24,071.00, or $11.57/hour. As with other maintenance worker
appointments, the new hire will work in both the streets and parks/utilities divisions as needed.

Motion by Mayor Gamec, seconded by"Councilmember Anderson, to recommend that City
Council authorize Staff to offer a conditional hire to Mark Giese as the Public Works
Maintenance Worker, contingent upon successful completion of background investigations of
driving record and criminal history, reference checks, and a physical examination, at an annual
salary of $24,071.

Motion carried. Voting Yes: Mayor Garnet and Chairperson Anderson. Voting No: None.
Absent: None.

Case #3:

Authorization for Consultant Services for Organization and Recruitment
Services for the Community Development Department Vacancies

City Administrator Norman stated that with Ms. Sherman and Mr. Walther's resignations, a
skeleton crew remains within the Community Development Department. Staff is seeking
consultant assistance to facilitate the reorganization of the Department as well as the hiring
process. Originally, he had contacted two of the most widely known public sector consultants
for assistance with the project, which are the Brimeyer Group, located in Golden Valley, and
Personnel Decisions International (PDI) in Minneapolis. The City utilized PDt in the past for
conducting a background search on the City Administrator as part of the recruitment process.

Councilmember Anderson inquired if it would make more sense to have assistance in organizing
all departments rather than only Community Development if the City is going to hire a
consultant.

City Administrator Norman explained that the funds to hire a consultant will be taken from the
budgeted funds for salaries.

Personnel Committee/October 12, 1999
