Councilmember Hendriksen suggested that City Administrator Norman received the bids and <br />then bring them to the next Council work session to discuss the issue further. <br /> <br />Mayor Gamec stated that he felt it would be a benefit to hire a consultant. <br /> <br />Councilmember Anderson stated that Council needs to determine what requirements they want <br />for the Community Development Department before the vacancies are filled. She inquired if the <br />League of Cities would assist in these situations. <br /> <br />Administrative Services Manager Pruitt Hottinger replied that the League of Cities does not <br />assist in recruiting. <br /> <br />Councilmember Zimmerman suggested that the Council consider promoting Zoning <br />Administrator Sylvia Frolik to the head of Community Development based on her history with <br />the City. <br /> <br />Councilmember Hendriksen stated that Zoning Administrator Frolik has worked for the City for <br />approximately 20 years and has filled in for the position when the position has been vacant. He <br />expressed that he would be in favor of promoting within if there was an adequate candidate and <br />he thinks that Zoning Administrator Frolik has served the City well and should be considered. <br /> <br />Councilmember Anderson stated that she is not sure that Council has identified what they want <br />from the Community Development Department and suggested that might be a reason why <br />employees have not worked out. <br /> <br />City Administrator Norman replied that even if they did a promotion within, they would still <br />need to hire more workers because the work load is so incredible that not only one person can do <br />the job. <br /> <br />Councilmember Hendriksen stated that during the last Council work session, consensus was <br />reached to advertise for the positions and he questioned why that wasn't done. <br /> <br />City Administrator Norman replied that he had received another resignation since the work <br />session and wanted fmther input from Council before any positions were advertised. <br /> <br />Councilmember Hendriksen stated that he would be open to hiring a consultant to assist in <br />planning and mentoring for the Community Development Department. <br /> <br />City Administrator Norman stated that if Council agrees to promote Zoning Administrator Frolik <br />they could hire a consultant to mentor Ms. Frolik, and fill in any other vacancies until all <br />positions are filled. <br /> <br />Personnel Committee/October 12, 1999 <br /> Page 3 of 9 <br /> <br /> <br />
