CASE # 4 <br /> <br />REQUEST FOR FOUR-WAY STOP AT C.R. #116 AND DYSPROSIUM STREET <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />As you are aware, the intersection of C.R. #116 and Dysprosium Street has met warrants for <br />traffic signalization and was considered for signal installation along with a number of other <br />similar intersections. Unfortunately, limited funding did not allow for the installation in 1999. It <br />should be noted, however, that meeting warrants for signalization provides one of the warrant <br />conditions for a four-way stop at this intersection. The 1991 Minnesota Manual on Uniform <br />Traffic Control Devices for Streets and Highways states: <br /> <br />Any of the following conditions may warrant a multi-way STOP sign installation: <br /> <br />Where traffic signals are warranted and urgently needed, the multi-way stop is <br />an interim measure that can be installed quickly to control traffic while <br />arrangements are being made for signal installation. <br /> <br />The frequency of accidents at this intersection has been increasing, with the latest accident <br />occurring last Tuesday (September 14) resulting in severe personal injury. It is the opinion of <br />both the Police Chief and Director of Public Works that such an ail-way stop is urgently needed. <br />The County Highway Department has advised that a request for this change must be made by the <br />cities involved. I have contacted the City of Anoka and asked them to consider such a request. <br /> <br />Recommendation: <br /> <br />Staff recommends the installation of a four-way stop be recommended by the City Council and <br />forwarded to the County for consideration. <br /> <br />Committee Action: <br /> <br />Motion to recommend City Council adopt Resolution #99-09-XXX supporting the installation of <br />a four-way stop at the intersection of C.R. #116 and Dysprosium Street and forward said <br />resolution to Anoka County for their consideration. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Director of Public Works <br />Police Chief <br /> <br />PW: 09/21/99 <br /> <br /> <br />
