Concrete Design because <br /> the site is.subject to the development moratorium adopted by <br /> the City Council on August 25, 1998 and effective on <br /> September 28, 1998. Forward to Council. If Council elects to <br /> grant an exception to the moratorium, the site plan is to be <br /> returned to the Planning Commission for review.
