The facility will <br />be served by City sanitary sewer and water. There are no service laterals provided for this <br />facility, however, both a ten-inch water main and a ten-inch sanitary sewer are located north of <br />the paved area of Highway #10. <br /> <br />Setbacks: The buildings meet the 35-foot setback from the front property line. Per Staff's <br />request, a 40-foot corridor along the front property line is being preserved for a possible future <br />frontage road. The buildings also meet the 10 foot side yard setback. In accordance with City <br />Code, no use or activity will occur within the 20 foot wide landscaped area required parallel to <br />Hwy. #10. However, the mini-storage portion of the main building does not meet the 35-foot <br />rear yard setback. The building encroaches seven feet on the west end and 14.5 feet on the east <br />end. This encroachment requires a variance for which proper application has been made. <br /> <br />Screening: No screening is required as the site is surrounded by commercial zoning and <br />development. <br /> <br />Architectural Standards: City Code restricts structure heights to 35 feet and exterior wall <br />finishes must be brick, natural stone or pre-cast concrete, or fabricated panels of these materials. <br />The Exterior Elevations provided indicate that the building will range between 8.5 to 20 feet in <br />height. The building exterior will be faced with rock-faced block, except the front of the retail <br />building will be brick or a combination of rock-faced block and smooth brick. The plan meets <br />City Code requirements for architectural standards. <br /> <br />Waste Storage: The plan indicates that waste storage will be indoors. <br /> <br />Off-Street Parking - Design: City Code requires ail driveways, off-street parking areas, and <br />maneuvering areas and display areas to be paved with concrete or bituminous and finished with <br />B-612 concrete curbing. The site plan identifies parking areas and maneuvering area~:"~,vill be <br />bituminous pavement and finished with B-612 concrete curbing in accordance with City Code. <br /> <br />Off-Street Parking - Spaces Required: City Code requires 1 parking space for every 200 <br />square feet of retail space. The code also requires one space per employee for warehouse space. <br />In this case there is 11,336 square ~eet of retail space (requiring 57 parking spaces) and 4 <br />employees on the maximum work shift in the auto parts warehouse (requiring 4 parking spaces) <br />requiring 61 parking stalls. In addition, there is the mini-storage use that may or may not <br />necessitate a few additional stalls. The plan proposes to provide 60 stalls. Adequate <br />maneuvering space is provided in the mini-storage area to allow vehicles to park in front of their <br />respective garage door when they are loading/unloading. Therefore, staff believes additional <br />spaces are not necessary for this additional use of the property and the shortfall of one parking <br />stall is acceptable for the retail uses. <br /> <br /> <br />
