Zitco, Inc. Review Letter <br />Page 3 of 4 <br />September 3, 1999 <br /> <br />Lighting: The exterior lighting plan provides the required light fixture locations, specifications <br />and diagrams. The locations of all exterior fixtures and the shoebox design of the parking lot <br />pole-mounted lights are acceptable. However, the "Wall-Prism" Luminaire light fixture selected <br />for the wall-mounted lights does not meet the City specifications, as the light source (bulb) will <br />be visible from neighboring properties and the street. Substitution of wall-mounted fixtures that <br />comply with City specifications on at least the south and east elevations of the retail building will <br />be required. The revised lighting plan is subject to the approval of the City Engineer. <br /> <br />Landscaping:' Section 9.11.09 of City Code requires a 20-foot wide landscaped area along all <br />streets. The site plan proposes a 20 foot wide green space along State Highway #10. The <br />landscape plan proposes to establish five (5) trees and one hundred twenty-one (121) shrubs and <br />perennials on the front end of property. The plan proposes to sod all green space. In reviewing <br />the plan it is noted that there are some minor inconsistencies h~ counts with the drawing and plant <br />material table; the final Site and Landscape Plan should be modified accordingly. <br /> <br />Generally staff finds the plan acceptable with the following exceptions. The standard has been <br />the equivalent ora tree for every 35 feet of road frontage. These may be grouped or linear. Four <br />additional trees should be added to the south curb line area. These additional trees may be less <br />than the 2½-inch caliper trees shown but should be greater than one inch (and should be of a <br />different variety than ash). Also, staff requests trees be added to the side and rear yards of the <br />property. The location should be determined by the site conditions in consideration of overhead <br />power, adjoining uses for view sheds, etc. There is no size requirement for the additional rear <br />and side yard trees requested by staff. <br /> <br />Drainage and Grading: This plan will render the site approximately 80% impervious. At the <br />present time a large portion of the JR's Saloon property to the west drains into this property. The <br />property to the east, currently Parabody, Inc., is having significant drainage problems. ThE'plan <br />shows a proposed storm sewer to the regional pond located north of the railroad tracks. This plan <br />should only be approved contingent on the installation of this storm sewer, Which would affect <br />neighboring property owners. Discussion should take place on the proper financing of this storm <br />water system. <br /> <br />Access: The site proposes to have one access to State Highway #10 at the southeastern border. <br />['er MnfDOT's recommendation, a 30 X 30-foot access easement was created for this purpose on <br />the southwest comer of the adjacent lot to the east when Guy Addition was platted. However, <br />the site plan proposes to widen the current driveway access from 31 feet to 52 feet, into an area <br />where no access rights exist. This plan has been forwarded to MnDOT for their comments. <br /> <br /> <br />
