5) Increase the Public Works Committee to Three members <br /> <br />Director of Public Works Kapler stated that during the last Public Works meeting it was <br />requested that the Committee be increased to a three person committee. <br /> <br />Mayor Gamec replied that the issue had been discussed previously and thought there were some <br />legal concerns over increasing the size of the Committee. <br /> <br />City Attorney Goodrich stated that a decision made by a three person committee still needs to be <br />approved by the Council. <br /> <br />Councilmember Hendriksen stated that all a committee does is make a recommendation and <br />noted that there are five people present at the finance committee. <br /> <br />Motion by Councilmember Zimmennan, seconded by Councilmember Connolly, to change the <br />Public Works Committee to include three members, Councilmembers Connolly, Hendriksen, and <br />Zimmerman, with no alternate. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Connolly, and Hendriksen. Voting <br />No: Mayor Gamec, and Councilmember Anderson. <br /> <br />Mayor Gamec stated that he opposed to the change because he felt it would put the City in a bad <br />situation. <br /> <br />Councilmember Anderson stated that she was concerned over the implications of the open <br />meeting law. <br /> <br />Councilmember Hendriksen stated that he will not support the change it is going to being <br />perceived that the Committee is trying to outdo the council. <br /> <br />Councilmember Zimmerman expressed that ever since Councilmember Connolly has been <br />elected to the Council there has been a couple of the members that have not supported her and is <br />upset by that. He stated that there is no reason that she should not be placed on a committee <br />where she can learn. <br /> <br />Councihnember Anderson replied that she has a problem with the open meeting law, not with <br />Councilmember Connolly. <br /> <br />Councilmember Zimmerman stated that then the Finance Committee should be changed. <br /> <br />Council discusses at length the open meeting law. <br /> <br />Councilmember Connolly requested that Council be given a clarification of the open meeting <br />law. <br /> <br />City Coun cji/September 28, 1999 <br /> Page 24 of 26 <br /> <br /> <br />
