JUN.-16'98(?UB) 16:32 <br /> <br />TEL:612 421 9511 <br /> <br />Mayor Gamec asked if there is a problem in that the Council needs to ratify the park action. <br /> <br />Ms. Frolik stated Staff recommends proceeding with a contingency. <br /> <br />City Attorney Goodrich explained it would give the responsibility of determining the park fee to <br />the Park Commission. <br /> <br />Councilmember I-laa_s Steffen noted that StaflFis supposing they know what the action of the Park <br />Commission will be and asked what the park dedication amount will be. <br /> <br />Ms. Frolik advised it is $650 per new lot created, no more no less. <br /> <br />Couneilmember Haas Steffen asked what else they could do. <br /> <br />Ms. Frolik stated they could consider a combination of cash and land. <br /> <br />Councilrnember Haas Steffen stated she supports requiring a park dedication fee rather than land. <br /> <br />Mayor Garnet stated the way the Park plan is set up, there are no parks designated for that area <br />so they have been taking cash. <br /> <br />Bob Longfield, 5751 ~ asked if'water drainage will be extended across the cul-de-sac towards <br />his property. Mayor Garnet explained that no one can drain more water towards another <br />property than is currently draining. <br /> <br />Mr. Longfield stated he would like some reassurance should the culvert become plugged and alter <br />his property. <br /> <br />City Engineer Jankowski stated when this road was paved there was a culvert placed from the <br />south to the north side to a low area which is on Mr. Longfield's property. A berm on the south <br />side confines water into the roadway ditch and into the low area. The two homes being created <br />will create a minor amount of additional water runoff but with lots of this size the water should <br />not get into the roadway ditch due to the existing berm. He explained that Mr. Lonlfaeld is <br />concerned if the resident decides to remove the berm. Mr. Jankowski stated taking the benns <br />down could be deemed to significantly change the drainage patterns and require a drainage <br />permit. However, sometimes people do not apply for those permits prior to the start of grading. <br /> <br />Councilmember Haas Steffen stated it appears this issue was not addressed by the Planning <br />Commission and asked if approval can be granted contingent upon the berms not being removed. <br /> <br />Mr. Jaakowski stated he spoke with Mr. Longfield and determined if a problem occurs they could <br />bulkhead the water so it remains on the other side.
