But the <br />proposed ordinance cannot add additional properties. <br /> <br />Councilmember Haas Steffen stated part of the arnenchn-ut last week was to include properties <br />that had never been included in the moratorium. <br /> <br />City Attorney Goodrich stated it was not his understandin§ that new properties were being <br />included in the moratorium but hc understood that it was only including properties that had <br />already been included in the previous moratorium. <br /> <br />Councilmember Haas Steff'en stated she understands the issue with the "sensitive" properties is <br />that the planners had questions on how something should get classified and they still have those <br />questions. <br /> <br />City Attorney Goodrich stated this is correct. He stated it is not a significant number of parcels <br />added but that cannot be done by this ordinance tonight and would require another ordinance to <br />be introduced. <br /> <br />Councilmember Haas Steffen stated that the ordinance introduced two weeks ago included those <br />added properties. <br /> <br />City Attorney Goodrich clarified that the ordinance introduced two weeks ago was to release <br />properties, not add additional properties. He advised the ordinance being considered tonight will <br />not add any new properties that were not included in the previous moratoriun~ Then staff will <br />provide a new ordinance to add those sensitive properties. <br /> <br />Councilmember Haas Steffen called the question on the motion on the floor to release properties <br />and extend the moratorium. <br /> <br />Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Councilmernber Zimmerman. Voting No: None. <br /> <br />City Attorney Goodrich advised the Council will need to adopt an ordinance to place a <br />moratorium on certain sensitive parcels and that will be presented for introduction at the next <br />meeting. <br /> <br />Zoning Administrator Frolik stated it will add parcels west of the MUSA to the golf course and <br />some selected commercial and industrial properties within the MUSA. <br /> <br />Wayne ~Iohnson, realtor, stated he owns a parcel on lqarnsey Boulevard that is within the MUSA <br />line and zoned industrial but they have had difficulty in trying to sell it as industrial. He advised <br />they do have a proposal to rezone the property for townhomes but then it would become subject <br />to the moratorium. Mr. :Iohnson stated he is simultaneously requesting it be exempted because of <br />its small size and the fact that this proposal would be in accordance with the proposed <br /> <br />City Council/June 9, 1998 <br /> Page 21 of 27 <br /> <br /> <br />
