But the proposed ordinance cannot add additional properties. Councilmember Haas Steffen stated part of the arnenchn-ut last week was to include properties that had never been included in the moratorium. City Attorney Goodrich stated it was not his understandin§ that new properties were being included in the moratorium but hc understood that it was only including properties that had already been included in the previous moratorium. Councilmember Haas Steff'en stated she understands the issue with the "sensitive" properties is that the planners had questions on how something should get classified and they still have those questions. City Attorney Goodrich stated this is correct. He stated it is not a significant number of parcels added but that cannot be done by this ordinance tonight and would require another ordinance to be introduced. Councilmember Haas Steffen stated that the ordinance introduced two weeks ago included those added properties. City Attorney Goodrich clarified that the ordinance introduced two weeks ago was to release properties, not add additional properties. He advised the ordinance being considered tonight will not add any new properties that were not included in the previous moratoriun~ Then staff will provide a new ordinance to add those sensitive properties. Councilmember Haas Steffen called the question on the motion on the floor to release properties and extend the moratorium. Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and Councilmernber Zimmerman. Voting No: None. City Attorney Goodrich advised the Council will need to adopt an ordinance to place a moratorium on certain sensitive parcels and that will be presented for introduction at the next meeting. Zoning Administrator Frolik stated it will add parcels west of the MUSA to the golf course and some selected commercial and industrial properties within the MUSA. Wayne ~Iohnson, realtor, stated he owns a parcel on lqarnsey Boulevard that is within the MUSA line and zoned industrial but they have had difficulty in trying to sell it as industrial. He advised they do have a proposal to rezone the property for townhomes but then it would become subject to the moratorium. Mr. :Iohnson stated he is simultaneously requesting it be exempted because of its small size and the fact that this proposal would be in accordance with the proposed City Council/June 9, 1998 Page 21 of 27
