I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />dUN,-lb'98ITUE) 17:05 ******************** TEh:tl2 421 9511 <br /> <br />Road 5 needs to be rebuilt and sewer needs to be run across the road, the City could look at <br />having a walkway under the road so seniors could get to a trail on the other side to use the <br />church, the City Hall, or a community center, if constructed in the future. <br /> <br />Councilmember Zimmerman commented this would lose a valuable commercial comer but he has <br />no strong opinion either way and the businesses in the shopping center would probably be hesitant <br />about adding more tra_fflc. <br /> <br />Councilmember Haas Steffen stated she would like to protect the businesses the City has as much <br />as possible. <br /> <br />Mr. Norman stated he met with Al and Rick Foster who indicated they would <br />have interest and will request an option on utili~.ing that Laws property for housing. <br /> <br />Mayor Gamec stated he sees advantages and disadvantages with both sites but the Laws property <br />does gM out of the heavy traffic pattern, provides a second access point, and would remove <br />congestion that could occur in the other area. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmcmber Beyer to identify the <br />property formerly known as the Laws 3.9 acre property for senior housing development and <br />direct staff consideration of the water tower, I-IRA funding for a walkway under the roM, and <br />refer this recommendation to the Anoka County I-IRA. <br /> <br />Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Zimmerrnan. Voting No: None. <br /> <br />Councilmember Haas Steffen stated she would like Council consideration of park activity and <br />direct further investigation of that option. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct staffto <br />investigate a snow sledding possibility and refer this option to the Park Board for their <br />recommendations to the City Council. <br /> <br />Motion Carded. Voting Yes: Mayor Gamec, Councilmernbers Haas Steffen, Beyer, Beahen, and <br />Zimmerman. Voting No: None. <br /> <br />Councilmember Haas Steffen noted the trail dead-ends at Tom Thumb and residents at 149th are <br />saying there is no place for kids to ride bikes because them are no shoulders on the road. She <br />asked why this area did not have parks planned in the early 1970s and if a park could be added. <br />She noted the property on Kangaroo that is a little over an acre and has a picnic table furnished by <br />a resid~t. She suggested the park staff or Park and Recreation Commission be asked to address <br />whether they these small nedghborhood parks should be connected to a trail or include park chairs. <br /> <br />Mayor Gamec stated the Park and Recreation Commission did review that issue and prepared a <br />priority list of when they should be addressed. <br /> <br />City Council/June 9, 1998 <br />Page 23 of 27 <br /> <br />P. 005 <br /> <br /> <br />
