OUN,-Ib'9~ITUE) 17:06 ******************** TEL:612 421 9511 P, 007 <br /> <br />Police Chief Gustafson stated this is correct. <br /> <br />Councilmember Haas Steffen stated she understands the recommendation to create a Volunteer <br />Public Safety Aide Unit and that training is needed but she would not support authorizing the <br />corporal position at this time until the Council can 'discuss this issues and others with the Police <br />Ctfief. <br /> <br />Mayor Garnet asked if aides would be advertised for right away. <br /> <br />Mr. Gustafson stated they would and this is why he feds the corporal position is important since it <br />will take a lot of work and time from someone until the volunteers are trained. He noted that <br />additional activity should not go unrewarded. Also, background and experience in giving work <br />assignments is needed so when the academy occurs it will not place an untrained officer into a <br />quasi supervisor position. Mr. Gustafson noted that the quickest way to be in litigation is to be <br />either ill-trained, untrained, or unsupervised. <br /> <br />Councilmember Haas Steffen stated she is not suggesting any of those things should go without <br />consideration nor suggesting anyone should perform duties over and above without <br />compensation. She stated that she is requesting the ability to discuss with the Police Chief how it <br />is getting done in other departments and if possible to leave assignment duty up to the Police <br />Chief. <br /> <br />Councilmember Beyer stated her support for starting the program now and noted the procedure in <br />creation of the job description, advertising for public safety aides, and applying can be answered <br />during that time. <br /> <br />Councilmember Haas Steffen indicated support to start recruiting, advertise, and decide how to <br />do interviewing. <br /> <br />Councilmember Beyer stated the Council got the information on the application for the corporal <br />position. <br /> <br />Councilmember Haas Steffen stated she does not support advertising for the corporal position at <br />this time. <br /> <br />Councilmember Beahen stated that the Council is being asked to create a unit that would have a <br />quasi leadership and asked who would, in fact, lead this unit if not for someone assigned. She <br />stated if someone is assigned then there should be justification for that assignment such as being a <br />corporal. Councilmember Beahen stated she is not objecting to moving forward but if this unit is <br />to be created it needs appropriate leadership and it would lend consistency to have a corporal in <br />that position. She noted the corporal position was discussed at the work session as well. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to authorize the <br />creation of a Volunteer Public Safety Aide Unit effective immediately on a trial basis until June, <br />2000, at which time the program will be evaluated to determine its future. <br /> <br />City Council/June 9, 1998 <br />Page 25 of 27 <br /> <br /> <br />
