Case #2: Reclassify Inspector Position <br /> <br />Administrative Services Manager Waite Smith explained that Ramsey has an Inspector <br />position (building) which is placed at level 8 in the Position Classification/Compensation <br />Plan. This is significantly lower than the Benchmark Job Value used by Personnel <br />Decisions, Inc., the finn that processes our Time Spent Profiles (TSP) in order to <br />determine appropriate point values for various positions. Ms. Waite Smith reported that <br />an updated TSP was completed by Mr. Lutmer, with the assistance of the Administrative <br />Services Manager. The TSP was reviewed by Mr. Lutmer's supervisor and by the City <br />Administrator and then forwarded to Personnel Decisions, Inc. for processing. The re- <br />evaluation indicated the Inspector position should be classified at a level 11. She noted <br />that Mr. Lutmer is in the audience, along with AFSCME Business Agent Linda Cobb and <br />AFSCME Steward Arlene Stafford. She asked that the Personnel Committee approve the <br />request to reclassify Mr. Lutmer's position. The second request is to approve the salary <br />adjustment for level 11 and that it should be retroactive to the beginning of 1998. This <br />would put Mr. Lutmer at the mid-point of his salary range ($31,509) which is just $4,100 <br />more than his previous classification for the entire year. <br /> <br />Mayor Gamec agreed that Mr. Lutmer should be put at the mid-point of level I 1 as the <br />minimum of the salary range is $26,800 which is less than he is making now. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to approve the <br />reclassification of Inspector position from level 8 to the mid-point of level 11 of the <br />Classification/Compensation Plan and that his increase be retroactive to January 1, 1998. <br /> <br />Further discussion: Mayor Gamec pointed out that not all re-classifications may be <br />retroactive. He suggested that Mr. Lutmer's case is unique. Ms. Waite Smith stated that <br />there will be a number of TSP's as all newly appointed positions will have to have them <br />done. We also should be prepared to reclassify the City Engineer's position as his duties <br />have changed drastically. She added that she has three other requests for reviewing jobs. <br />Two have gone through a TSP and the other is working on hers. There may be future <br />adjustments that have to be made because of that. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Beyer. Voting No: <br />None. <br /> <br />Case #3: Issue Staff Direction for Performance Based/Merit Pay Plan <br /> <br />Administrative Services Manager Waite Smith stated that she was directed to put the <br />issue of pay for performance on the agenda. Staff has been given differing marching <br />orders at different times with regard to this issue. <br /> <br />Mayor Gamec stated that this was talked about at a work session where it was suggested <br />that performance based/merit pay cannot be done fairly - there are too many loopholes. <br />He did not necessarily believe in automatic increases or in keeping someone in <br />employment if there are seven or eight reprimands in their file.
