It includes cost of living adjustments (COLAs) of
three percent in 1998, 1999 and 2000. It also implements, beginning October 1, 1998, a
three percent step plan to bring salaries up to market rates identified by a consultant from
Labor Relations Associates, Inc. in the past three months. Employees hired after
December 31, 1997, are not eligible for the 1998 COLA. Those hired after August 31,
1998, are not eligible for the October 1, 1998 step adjustment.

The additional cost of the plan is shown below:

1/1/98 COLA 10/1/98 Step 1/1/99 1/1/200
Step& COLA Step & COLA
Salaries $11,257 $26,881 $32,284 $43,197
S°cial Security $861 $2,056 $2,470 $3,305
PERA $583 $1,392 $1,672 $2,237
Total
Additional Cost $12,701 $30,329 $36,426 $48,739

I
I
I
I
I
I
I
I
I

Motion by Mayor Garnec and seconded by Councilmember Beyer to recommend that
City Council approve the proposed 1998-2000 compensation plan for exempt employees.

Motion carried. Voting Yes: Mayor Gamec and Councilmember Beyer. Voting No:
None.

Case #3: Authorize Increased Vacation for Administrative Services Manager

The case noted that all department heads but one who have been hired since at least 1990
have received as part of their initial compensation package, annual accrual of three weeks
of vacation. The exception is the Administrative Services Manager who was hired
December 18, 1995. In order to provide consistent benefits for all department heads, the
City Administrator recommended that the Administrative Services Manager be
authorized to accrue three weeks of vacation annually, effective immediately.

Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend that
City Council authorize the Administrative Services Manager to accrue three weeks of
vacation, effective immediately.

Personnel Committee/August 25, 1998
