Voting No: <br />None. <br /> <br />Case #4: <br /> <br />Consider 1999 Pay Increases for Volunteer Fire Fighters <br /> <br />Administrative Services Manager Waite Smith explained that for several years, the City <br />has been working toward bringing pay rates for Fire Department employees into line with <br />rates paid in other metropolitan cormnunities. Although members of the department are <br />technically volunteers, currently officers receive a small salary and firefighters who are <br />past probation are paid $8.20 per hour for fire calls and $6.00 per hour for meetings, drills <br />or community events. <br /> <br />Using 1998 Stanton survey data as a comparison, the Fire Chief and Administrative <br />Services Manager are recommending that in 1999, pay rates for firefighter be increased to <br />$9.00 per hour for fire calls and $7.00 per hour for meetings, events, training and drills. <br /> <br />The projected financial impact of implementing the proposal in 1999 would be $12,943 <br />for salaries and $990 for Social Security and Medicare as shown in the chart below. <br />According to the Finance Officer, ail but $950 of the total amount of funding needed has <br />been included in the proposed Fire Department budget for 1999. The additional $950 <br />would be allocated from other line items. <br /> <br />Mayor Gamec asked how the estimates were calculated. Chief I~apler explained that <br />based on past experience of the Department, he estimates that for: <br /> <br />Fire Calls: 28 firefighters each respond to 45% of 400 calls that last an average of 1.25 <br />hours each; <br /> <br />Meetings: 22 firefighters attend 12 meetings lasting an hour each; <br /> <br />Drills: 22 firefighters attend 36 drills lasting two hours each. <br /> <br />Waite Smith noted that each officer in the department has specific duties to perform; the <br />titles are not just honorary. Kapler explained that the officers' salaries are figured as a <br />percentage of the ChieFs salary. Using the Stanton again, he used a figure of $4,500 <br />annually for the ChieFs salary.
