is to stabilize it with topsoil and sod to prevent erosion.

Mr. Asmussen stated he believes the depression is oversized since he has never seen standing
water in it. He noted it only services their road and he believes it is too large.

Mr. Jankowski stated he has not reviewed the calculations but suspects there was consideration at
the time it was constructed to take some drainage from the north when it develops.

Mayor Gamec asked if a drainage easement is in place.

Mr. Jankowski stated both lots have drainage easements and were developed in that way in the
mid-1980s.

Councilmember Haas Steffen stated that she thought the Asmussens understood what was to
occur. She asked how much dirt will be removed.

Director of Public Works Kapler explained that the concern is the angle of the banks created
which, in the City's opinion, are too steep to grow vegetation. The proposed work would create
a more gradual slope to prevent erosion. He stated that he understands the Asmussens want their
lot to appear more presentable and he believes this work will do just that. Mr. Kapler stated some
of the ground work could be completed this week but it would be better to place the sod in the
spring.

Mayor Gamec asked if straw or other ground cover will be put in place if the project is not
completed until the spring.

Mr. Kapler stated some of the work may have to be redone in the spring.

Councilmember Haas Steffen stated her support to delay the project until spring and suggested
City Staff talk more with the Asmussens to explain what it will look like, that it will be of a
pleasing appearance, and easily cared for.

Mr. Kapler stated it is Staff's preference to complete the work in the spring as well.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to
authorize Staff to work with the Asmussens to explained the proposed restoration of the drainage
and utility easement on Lots 1 and 2, Block 2, Pondvale Estates, with the work to be completed
in the spring and allocating $3,500 from the PIR Fund to facilitate the restoration.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, and
Beahen. Voting No: None. Absent: CouncilmemberBeyer.

Case #IA: Request for Site Plan Review of C.R. Concrete Design; Case of Rick Burnham

Community Development Director Sherman advised that Rick Burnham has requested that this
application be removed from the agenda.

City Council/October 13, 1998

I
I

I
I
I
I
I
I
I
I
I
I
I

I
I
I
