The Council has <br />established a gi'ant program to help local governments set up a Individual Sewage Treatment <br />System (ISTS) Management Program. <br /> <br />The primary purpose of the $150,000 grant. program is to financially assist counties or <br />communities with the development and implementation of a management program for septic <br />systems in the metropolitan area. <br /> <br />Grantees will be expected to provide at a minimum a 50/50 cost share on the total grant awarded. <br />Grants will be awarded for a maximum of $25,000... Grants will be accepted from counties, <br />groups of communities, or individual communities.-. Grant applications will be prioritized and <br />funds will be dispersed based on the predetermined priority areas. <br /> <br />The Council's first funding priority would be to fund a county to 'develop a management program <br />for ali communities in the county. Because all counties in the Metro Area do not have planning <br />and zoning authority over all communities in the County, the Council has decided to fund an <br />ISTS management program for a group of communities. To qualify for funding as a group of <br />communities, the communities must develop a joint powers agreement amongst the parties <br />applying for the grant. Finally, if funds are still avail.able, the Council will consider funding <br />ISTS programs for individual communities. " <br /> <br />The Council has determined minimum requirements that must be included in the ISTS <br />management program before all grant funds will be distributed to the applicant. The ISTS <br />management program must include: <br /> <br />1. A requirement for issuance of permits and inspections for new construction and <br /> reconstruction. .. <br />2. '. A requirement for monitoring of all existing systems every.three years.': . ' .......... <br />3. Development ora notification, tracking, and reporting-system for all systems. - .- <br />4. A reqUirement for reconstruction of systems found to be failing or imminent public health <br /> threats. <br />5.
