DESIGN REVIEW <br /> <br /> (e) Whenever a member is either unable to attend or must excuse himself due to conflict <br />of interest, that member shall give timely notice to the appropriate staffperson of the community <br />development department. The staff shall then notify the alternate board member to fill the <br />vacancy. In the event that such members are not sufficiently available to make a quorum, a staff <br />member is authorized to act as a member on consent agenda items only, and only to the extent <br />that his presence makes a quorum. <br />(Ord. No. 86.52, § 1, 7-24-86) <br /> <br />Sec. 11-5. Procedure. <br /> <br /> (a) Prior to the preparation of final architectural drawings for any proposal, the applicant <br />shall submit the following information and..materials: ......... <br /> <br />(1) The completed application form; <br /> <br />(2) A site plan; <br /> <br />(3) A verifiable legal description or, where deemed necessary by the community <br /> development director or his designee, a land survey; <br /> <br />(4) A preliminary drainage plan; <br /> <br />(5) A preliminary grading plan; <br /> <br />(6) A landscape plan; <br /> <br />(7) <br /> <br />Elevation drawings of the front, sides and rear of all proposed buildings or <br />structures, illustrating the appearance and treatment of the elevations. The drawings <br />shall also reflect the treatmer!t of required_ screening .elements .for roof-mounted <br />equipment, Outdoor storage areas that are part of any submittal shall be reflected <br />in the elevation drawings submitted and shall show their~relationship to the building <br />elevations as well as the material and treatment proposed that would accurately <br />reflect the screening of the storage areas; <br /> <br />· (8)' Building materials and color samples, as well as any other supportive information <br /> to aid 'in clarifying an application. <br /> <br />(9) Materials and color samples, along with scaled, accurately colored renderings, of <br /> any proposed sign and/or sign package. <br /> <br /> (b) Prior to issuance of a building pehnit the community development department shall <br />determine that the submitted plans for the building permit are in substantial conformance with <br />those approved by the design review board and that the time period for approvals has not expired. <br />The stamping of the plans and the signature of the director of community development, or his <br />designated representative, and the date of the signature, shall indicate that the plans are in <br />conformance. <br /> <br />11-3 <br /> <br /> <br />
