We have
prepared the attached work program m~d schedule for your use. We have taken into account
previously completed work associated with the local initiative project and have estimated the
tasks and hours necessary to complete the preliminary and final design, environmental
docmnentation and in-construction services for this fcderMly funded project.

Tho initial lasks will include the completion of a preliminary layout for Mn/DOT staff approval
and the required Environmental Assessment. Alter completing tho required tasks for federal
project development, a Finding of No Significant hnpact (FONSI) will be issued. Only after tho
FONSI is obtained, can the City start negotiating with the property owners for the purchase of
right-of-way. Thc final design would also be completed after the preliminary approvals are
received.

We have not included any subconsultaats in this proposal. We believe that Mn/DOT will wm~t to
perform fl~e Cultural Resource Survey in-house m~d may also perfon'a the subsurface soils
investigation. If Mn/DOT cannot complete either of those tasks, we propose that the
geotcchnieal subeonsultant contract directly with the City. We will bo available to coordinate
the contracting and work of'the st~bconsult,'mts.

The last part of the project will be the construction phase. We have tncluded a separate cost
esthnato for this work as you requested. We have performed constraction inspection and contract
administration on numeroas federal projects in fl~e past and would welcome the opportunity to
perform this work for the City of Ranuey. We have all the necessary certified in,petters and
computerized accounting software in~house. All work must be properly inspected and
documented to obtain Federal Funding Participation.

One Carlson Parkway North, Suite 150, Minneapolis, MN 55447-4443
Telephone (612) 475-0010 · Fax (612) 475-2429 · http://www, srfconsulting.com

~l f An Equal Opportunity Employcn'
