Storm Sewer Projects (continued)

Storm Sewer
Lord of Life Church

Wetland 665W (the Lord of Life wetland) receives drainage from an area which has the potential
to develop further. Presently, there is no outlet from this wetland. This project proposes
constructing approximately 690 feet of 15" storm pipe which would outflow into Wetland 680W
on the east side of the highway which has an outlet to the Rum River. This project should be
undertaken as a part of the T.H. g47 project since it will eliminate expensive boring and jacking
costs. The costs associated with this project includes construction and overhead which are
estimated to be $23,000.

Storm Water Plan
Phase II

In 1997, a storm water plan was prepared covering water for the southeastern quadrant of the
City. This study focused exclusively on drainage quantifies and rate issues. Concurrent with this
City plan, the Lower Rum River Water Management Organization (LRRWMO) was in the
process of developing a second generation W-MO plan update for the basin, which included all of
the City of Ramsey. After completion and acceptance of the WMO plan, the City is required to
complete a local plan consistent with the WMO in addressing both quality and quantity goals.
This proposed Phase II storm water study will address the water quantities, rate requirements for
the remainder of the City, as well as adopt water quality policies for the entire City consistent
with the WMO plan. The total cost of this study is estimated to be $25,000.

Business Park 95
Outlet to Anoka System

Nearly the entire area east of C.R. #57 and south of C.R. #116, which includes all of the
developing industrial area known as the Business park 95 Industrial Park, drains into a series of
on-site and regional retention basins, with overflows that ultimately discharge-into a very large
regional basin located on the southeast comer of Section 35. This is immediately adjacent to the
City of Anoka's Industrial Park which has planned its storm water system to be able to handle
overflow discharge from the City of Ramsey's system. Until the City of Ramsey's industrial
area is fully developed, an overflow into the City of Anoka's system will not be needed. Even
after full development, the sandy subsoils will allow for a significant degree of storm water
exfiltration. However, over an extended period, the exfiltration capacity will gradually decrease
and eventually an overflow into Anoka's system may be required. The cost of such an overflow
pipe and payment to Anoka are estimated to be $130,000.

Huseby Storm Drainage Project

A significant portion of the City known as the West District is the 1980 Comprehensive Storm
Drainage Plan for the City of Ramsey drains through a natural swale consisting of open water
