Services <br /> <br />$5,000.00 <br /> <br />Opportunity Services provides vocational, rehabilitation and employment services to <br />persons with disabilities. The request is for funding for a new facility to meet increased <br />requests for services in Anoka County. Their records indicate that 3 Ramsey residents <br />received direct benefit in 1996. <br /> <br />~ina's Place <br /> <br />$30,000.00 <br /> <br />Brenda Smith is proposing to establish a residence for single, pregnant women 18 years <br />and under. She is requesting funding to get this project under way. It is a newly proposed <br />facility and therefore there is no track record for number of Ramsey residents receiving <br />benefit. <br /> <br />Other options for Council consideration are: <br /> <br />Anoka County Housing Rchabilitati0n Program <br /> <br />$11,000.00 <br /> <br />The purpose of the County Housing Rehabilitation program is to assist low and moderate <br />income homeowners in bringing their homes up to State and local codes for health, safety <br />and weatherization. Funds are used to replace siding, windows, roofs, heating systems, <br />hot water heaters, plumbing, electrical, etc. There are currently 2 homes in the Ramsey <br />area on the waiting list. Recipients are selected on a fu:st come, first served basis by area. <br />Ramsey is in what is referred to as Area 2 which includes the communities of Andover, <br />East Bethel, Ham Lake, Lino Lakes and Spring Lake Park. There are 4 applicants ahead of <br />the two Ramsey residents on the list. Unless CDBG funds are allocated specifically to a <br />Ramsey resident, neither of the 2 Ramsey applicants will receive assistance in 1997 or <br />possibly 1998 either. The minimum cost per project is $15,000; unallocated funds from <br />1995 were directed to the Housing Rehab Program for specific use on a Ramsey residence. <br />An additional allocation of $11,000.00 will assure the rehabilitation of a Ramsey home in <br />1997. <br /> <br />Child Care Resource & Referral (CCR&R) <br /> <br />$3,800.00+ <br /> <br />Welfare reform will be bringing a significant number of children into the child care system. <br />Affordable and available child care facilities will be critical to the success of the welfare <br />reform.. There is a wide array of opportunities to funnel CDBG funds through CCR&R to <br />assist the community with child care needs so that families can maintain or become self- <br />sufficient. The needs include additional funding for CCR&R's referral service which is in <br />jeopardy of cutbacks ($5,000 - $10,000); additional computer for referral services - <br />$3,800; equipment grants for child care programs - $5,000 ~ $50,000; training and <br />professional development of providers - $5,000 - $50,000; facility improvement grant or <br />loan programs - $50,000 - $100,000; development of a "family room" at the Anoka County <br />Human Services Center/Workforce Center; child care subsidies for families enrolled in <br />English as a Second Language (ESL) or Adult Basic Ed (ABE) - $5,000 - $20,000; child <br />care subsidies for families needing mental health services - $5,000 - $20,000; child care <br />subsidies for working families - unlimited. <br /> <br />City of Ramsey ADA Retrofits <br /> <br />$13,520.00 <br /> <br />There are an estimated 19 locations in the City where sidewalks meeting curbs are not in <br />compliance with the Americans with Disabilities Act. <br /> <br /> <br />
