Peterson met with neighbors and <br />agreed to come up with alternative access points to discourage tr~c through their neighborhood. <br />He proposed a 45-foot temporary access right-of-way directly to Highway 47. <br />City Engineer Jankowsld stated that during the Highway 47 Corridor Study, future, accesses were <br />identified but did'not include an access between 156th and I~. The plan is for streets that now <br />have a T intersection with Highway 47 to become cross interliections. R/ght turn lanes and bypass <br />lanes will be constructed on Highway 47 as part oft. he improvements in 1999. <br /> 116 o-t-~, <br />Mr. Passe~'stated that the service road was changed to continue providing ac. az, ess to the north. <br />Neighbors are upset because it was their understanding that the properly owner of this parcel had <br />no inclination to develop. Residents have expressed concern that 15$th Lane and 157th Lane will <br />become dragways, if they are connected to the service road. <br /> <br />Mr. Barsness noted that the~il~, owners of'the property, received a variance in 1993 to build <br />a single ~mi]y home. <br /> <br />Zoning Administrator Frolik stated that the variance was granted in 1996. However, an offer was <br />received from a developer because the property is in MUSA, and theylchose not to build Th ~. on e. <br /> <br />Ms. Ted Svare, 6015 158th Lane N.W., stated that there is not enough water for this subdivision. <br />A line had to be put underneath Highway 47 for current resident~ to buy water fi.om Anoka <br /> <br />City Engineer Jankowski responded that the City is currently digging its third well with plans to <br />drill a fourth. <br /> <br /> Ms. Svare stated that she is unhappy about adding three houses to an acre. This is not a safe plan. <br /> She would prefer to see one house per acre that would be consistent with the existing <br /> neighborhood. There will be no green space and no access fi.om the service road to Highway 47 <br /> except down her street, 158th Lane. <br /> <br />Mr. Charles Johnson, 6010 159th I.flne N.W., asked/ifa study has been done to show that <br />increased truffle cart be accommodated near High57~y 47. He believes the_troffic plan is not <br />suitable to residents who have ~}/right to m~in*.ai~/a good road plan. High priced developments in <br />other suburbs have security eFkances whicahc~l~ would like to see in 1~_ msey. An entrance onto <br />I-Iighway 47 would relieved:l~neighborhood from having to deal with the additional traffic. This <br />property cont~inu woodlands and mature oak tree& but 30 percamt will be removed with this <br />development. The green space fori~l~development requires that those trees be retained.~ <br />would like to see more green space in d~velopments to promote community and neighborhoods, <br />not developments. Studies also need to be done by the watershed district and the Corps of <br />Engineers with regard to drainage into the wetland. The DNR needs to be consulted about the <br />vir~n prairie land which is supposed to be preserved. ~ asked if the Commission has <br />considered clustered housing as an alternative that is done in other cities. The Planning ~ <br />Commission has allowed a heavy concentration of housing with small 10. t.s without eno_L~._~__0_llgll..--- <br />consideration to green space Development should be better managed.~d like to know <br />what is being done for conservation in neighborhoods. Residents will have to pay for larger <br />schools.
