Svare expressed concern that a new school will be needed if development continues. <br /> <br />Mr. Jotmson stated tkat green space should be put in dcvalopments to encourage communiti¢~ <br />and neighborhoods with strength instead of latch key kids and accompanying problems. He <br />would like to see the Planning Commksioa and City Council exercise their authority <br /> <br />implement measures to control density. He does not believe that the drainage system proposed <br />will be adequate for the mount of runoff water generated. <br /> <br />Zoning Administrator Frolik responded thai in the pas~ few years the Park Commission has <br />divided the City into numerous park dim'icts, All park dedJcaion funds are put back into those <br />districts. <br /> <br />Mr. Johnson requested that the Park Commission make that demand for this development. <br /> <br />Commissioner Deemer stated that the Planning Commission cannot address the issue of parks. <br />That is only done by the Park Commission. <br /> <br />City Engineer Jankowski stated that notices will be sent to residents when the preliminary pl~t is <br />presented. At that time there will be a drainage plan and locations where utilities will be <br />ex-tended. By that time, the park issue will have been addressed by the Park Commission. <br /> <br />Mr. Herbert Swindler, 6820 t5M~h Avenue N.W., sta~ed that when he bought his housing permit, <br />he was charged $300 for a park dedication. For five years there has been no park, and he is <br />concerned about kids coming onto his property. <br /> <br />Mr. Barsness stated that he is upset because Mr. Peterson has indicated that a permit is not <br />necessary to access Ffighway 47, and no environmental impact statement will be done. He <br />requested that development be stopped until utilities are in place. <br /> <br />Comm/ss/oner Deemer pointed out that the developer is proposing to put the utilities in place. <br /> <br />Commissioner Jensen referred to No. 7 on page 17 and asked if the drainage flow could be <br />directed to County Ditch No. 3, rather than south to the w~and. <br /> <br />City Engineer Jankowski responded that if'the developer chooses to discharge to the wetland, <br />there will be no adverse impact. A watershed district permit is requked. The developer w~ll have <br />to comply with the Wetland Conservation Act and provide a delineation ofall wetlands. She <br />noted that County Dkch No. 3 has an outlet to the Rum ~ver and would be a preferred outlet. <br /> <br />Commissioner Yensen asked ifMnfDOT approval is required if a temporary access is made to <br />~Ffighway 47. <br /> <br />City Engineer Jankowski stated that Mn/DOT does not own highway access figkts to Highway 47 <br />at this time. Unless access rights are purchased by Mn/DOT, the developer has the right to put in <br />a lemporary access to I-l. ighway 47. He stated that he believes Mn/DOT would v~ew it from the <br />standpoint of safety at that particular location.
