There is a ditch adjacent to her property that flows into
the pond. By the time water is piped to Higlaway 47, there will be water in her basement. She
asked who holds the developer and builders accountable if'the water level goes up every year.

Commissioner Deemer stated that in the process of regrading, the developer will not be allowed
to dr~, ac-ross existing properties. If the developer puts in a new street with curb and gutter, the
water will not flow across the street.

City Engineer Jankowslfi added that drainage issues and impact to adjacent properties will be
addressed when the drainage plan is presented.

Ms. Svare stated that the homes will sit two feet above the water table, which is not safe.

Mr. Peterson stated that generally financing is approved if water is within two feet of the
basement level.

One reddent emphasized th,at it has been the residents' understanding that the~s were not
planning to develop and if developed, only one house per acre could be allowed. Now it is going
to be three houses per acre.

Zoning Adm;nistrator Frolik stated that without sewer, only one house per acre is allowed;
property within MUSA can develop three homes per acre.

Ms. Peggy Purvis, 6025 157th Lane N.W., stated that at lease two entrances are needed from
Highway 47 into this development, but only one road and one main intersection is proposed.

Mr. Terry Petro, 6140 157th Lane N.W., stated thai he also would like to see development of
only one house per acre. However, he realizes that if Mr. Peterson does not develop this parcel, it
will be developed in the same way in a few more years. He stated that 1,400 trips per day with
one access will be an unbearable situation New neighborhoods should have adequate access and
their own new roads. He requested the Cmnmission to block access to 157th.

Commissioner Jensen noted that the Commission h~, been hearing a common theme from
residents relating to development saturation. This is a big issue for the City of Ramsey and should
be considered by the City Conncil. Residents keep askhng for more green space, and there is only
a .small mount shown on this plan. She would also like the City to consider clustering houses to
preserve more green space, as is being done in other commun/ties.

Commissioner De~er noted that because there has been a study of the I-righway 47 corridor, any
access allowed at this time would be temporary until implementation of the future plan. Access to
Highway 47 will always be allowed but may be ch~rtged in the future.

Mr. Iohnson stated that with an upscale development, there should be a single entrance off
H~ighway 47 to prevent the disruption and safety risks to surrounding neighborhoods. A
compromise approach would be appreciated by neighbors.

Planning Commission/February 4, 1997
