The desired outcome of the citizen
involvement portion of the plan is to ascertain which MNRRA Tier II objectives
the community is most interested in pursuing. Steps to achieve these goals
include;

* surveying the community to determine which Tier II objectives are desired;

* meeting with civic groups to receive comments and suggestions regarding the

proposed Tier II objectives;

* determining the viability of plans to achieve the desired Tier II objectives; and

* developing alternative strategies and holding meetings with stakeholders to
pursue and achieve the stated objectives.

Multijurisdictional Planning:

The City of Ramsey acknowledges that efforts to improve and maintain the
Mississippi River corridor requires the participation of many communities along
the river and other governmental units. Therefore, Ramsey will work with local,
state, and federal agencies to coordinate planning and implementation of the
comprehensive management plan objectives. Some topics that Ramsey would
like to address with other governmental units concerning MNRRA include;

* MNDOT: Possible trail connections through the wayside rest on the south

side of Highway 10 and potential trail crossings of Highway 10;

* Anoka County Parks: Possible integration of Ramsey trails with Anoka
County trails and parks;

* City of Elk River: Coordinate park and trail plans, especially those areas
relating to the Mississippi River and Trott Brook corridors, and provide for

Page 3 of 9

q~
